Analysis: After "fiscal cliff" dive, more battles, new cliffs

WASHINGTON (Reuters) - Whether or not the "fiscal cliff" impasse is broken before the New Year's Eve deadline, there will be no post-cliff peace in Washington.

With the political climate toxic in Congress as the cliff's steep tax hikes and spending cuts approach, other partisan fights loom, all over the issue that has paralyzed the capital for the past two years: federal spending.

The first will come in late February when the Treasury Department runs out of borrowing authority and has to come to Congress to get the debt ceiling raised.

The next is likely in late March, when a temporary bill to fund the government runs out, confronting Congress with a deadline to act or face a government shutdown. The third will possibly be whenever the temporary bill replacing the temporary bill expires.

While Congress is supposed to pass annual spending bills before the start of each fiscal year, it has failed to complete that process since 1996, resorting to stopgap funding ever since.

Influential anti-tax activist Grover Norquist predicted in an interview with Reuters that conservatives would wage repeated battles with President Barack Obama to demand budget savings every time the government needs a temporary funding bill or more borrowing capacity.

The so-called "continuing resolutions" to which a divided Congress has increasingly resorted to keep the government operating, provide a "very powerful tool" to pry out spending cuts, said Norquist, president of Americans for Tax Reform.

Republican Senator Bob Corker of Tennessee said he will not be satisfied until there are substantial cuts to federal retirement and healthcare benefits known as entitlements, producing savings in the $4.5 trillion to $5 trillion range.

"Unfortunately for America," said Corker, "the next line in the sand will be the debt ceiling."

Most observers see the $16.4 trillion debt limit as the true fiscal cliff in the new year because if not increased, it would eventually lead to a default on U.S. Treasury debt, an event that could prove cataclysmic for financial markets.

The Treasury Department said on Wednesday it would start taking extraordinary measures by December 31 to extend its borrowing capacity for about two more months.

'POISONOUS CLIMATE'

It was a deadlock over raising the debt ceiling in August 2011 that prompted a deficit reduction deal that led to a key fiscal cliff component, the $109 billion in automatic spending cuts on military and domestic programs.

If the fiscal cliff's spending cuts or tax increases are left even partly unresolved on December 31, the political combat over them will carry over into the new Congress, possibly simultaneously with the debt ceiling debate.

"We would be pessimistic of a quick fix" if the deadline is missed, Sean West, head U.S. analyst at Eurasia Group, a political risk consultancy, said in a note to clients. "The political climate will be poisoned. The new Congress will need time to settle in."

"We are concluding one of the most unsuccessful Congresses in history," Democratic Representative John Dingell of Michigan declared in a statement on Saturday, "noteworthy not only for its failure to accomplish anything of importance, but also for the poisonous climate of the institution."

Dingell, 86, is the longest serving member of the House, elected first in 1955.

Historically, bitter struggles in Congress like that over the fiscal cliff lead to further resentment and strife in a cycle of cumulative grudges that now spans nearly 30 years.

Many analysts and lobbyists in Washington believe the strife could get even worse because the new Congress convening on January 3 will include fewer members from moderate or swing districts and more from districts tilted heavily to the left or the right.

Republicans in particular are likely to face their most serious re-election challenges in 2014 not from Democrats but from conservative Republicans challenging them in primary elections.

"Ironically," said a post-election analysis published by the law firm Patton Boggs, "the voters have elected a 113th Congress that may be even more partisan than the 112th."

China academics warn of "violent revolution" if no political reform

BEIJING (Reuters) - A prominent group of Chinese academics has warned in a bold open letter that the country risks "violent revolution" if the government does not respond to public pressure and allow long-stalled political reforms.

The 73 scholars, including well-known current and retired legal experts at top universities and lawyers, said political reform had not matched the quick pace of economic expansion.

"If reforms to the system urgently needed by Chinese society keep being frustrated and stagnate without progress, then official corruption and dissatisfaction in society will boil up to a crisis point and China will once again miss the opportunity for peaceful reform, and slip into the turbulence and chaos of violent revolution," they wrote.

The letter began being circulated on the Internet earlier this month, but online references to it in Chinese media reports have now been removed.

The government, which since 1949 has been controlled by the Communist Party, needed to push democracy and independence of the judiciary as well as deepen market reforms, the letter said.

He Weifang, a law professor at Peking University and one of the signatories, told Reuters he believed the demands were rather moderate, but that now was the time to make them as President Hu Jintao prepared to hand over the reins of state power to Xi Jinping, who was made party chief in November.

"We have come to that period again when the leadership is changing. People expect continuing advances when it comes to reform of the political system," he said.

"The Chinese people, including intellectuals, have been talking about this for a while, but little has happened. So I think we have the opportunity now to push it again."

Other signatories include Zhang Sizhi, defense lawyer for Mao Zedong's widow, Jiang Qing, leader of the "Gang of Four" that wielded supreme power during the 1966-76 Cultural Revolution. She was given a suspended death sentence in 1981 for the deaths of tens of thousands during that period of chaos.

About 65 Chinese academics, lawyers and human rights activists have signed a similar letter demanding top party members reveal their financial assets, saying it is the most fundamental way to end corruption.

Analysts have been searching for signs that China's new leaders might steer a path of political reform, whether by allowing freer expression on the Internet, greater experimentation with grassroots democracy or releasing jailed dissidents.

But the party, which brooks no dissent to its rule and values stability above all else, has so far shown little sign of wanting to go down this path, despite Xi trying to project a softer and more open image than his predecessor.

However, Xi himself warned shortly after becoming party boss that if corruption were allowed to run wild, the party risked major unrest and the collapse of its rule.

The letter said democracy, rule of law and respect of human rights were "a global trend that could not be stopped".

"China's 100 years of bloody and violent history - especially the painful and tragic lesson of the decade-long Cultural Revolution - show that once we go against the tide of democracy, human rights, rule of law and constitutional government, the people will suffer disaster and social and political stability will be impossible," the letter said.

?Teleportation is the extraordinary ability to transfer objects from one location to another without travelling through the intervening space.

The idea is not that the physical object is teleported but the information that describes it. This can then be applied to a similar object in a new location which effectively takes on the new identity.?

And it is by no means science fiction. Physicists have been teleporting photons since 1997 and the technique is now standard in optics laboratories all over the world.?

The phenomenon that makes this possible is known as quantum entanglement, ?the deep and mysterious link that occurs when two quantum objects share the same existence and yet are separated in space.?

Teleportation turns out to be extremely useful. Because teleported information does not travel through the intervening space, it cannot be secretly accessed by an eavesdropper.?

For that reason, teleportation is the enabling technology behind quantum cryptography, a way of sending information with close-to-perfect secrecy.?

Unfortunately, entangled photons are fragile objects. They cannot travel further than a kilometre or so down optical fibres because the photons end up interacting with the glass breaking the entanglement. That severely limits quantum cryptography?s usefulness.?

However, physicists have had more success teleporting photons through the atmosphere. In 2010, a Chinese team announced that it had teleported single photons over a distance of 16 kilometres. Handy but not exactly Earth-shattering.

Now the same team says it has smashed this record.?Juan Yin at the?University of Science and Technology of China in Shanghai, and a bunch of mates say they have teleported entangled photons over a distance of 97 kilometres across a lake in China. ?

Outlook 2010 SMTP POP3 IMAP settings

Setting up Outlook.com in an email client like Outlook 2007 or 2010 is simple as long as you know the POP3 and SMTP Settings. Unfortunately, IMAP is not supported with Outlook.com accounts. There are rumors Microsoft will eventually support IMAP with Outlook.com addresses but for now, only POP3 and EAS (Exchange Active Sync) is supported.

For this tutorial however, let?s focus only on how to get your email client working using POP3 and SMTP. All my screenshots are taken using Outlook 2010 however 2007 should be very similar. If you?re using Outlook 2013, you should not use POP3. You should just use EAS as it configures everything automatically.

How To Add an Outlook.com to Outlook 2010 or Outlook 2007 using POP3 and SMTP

Using Outlook 2010, Click File, Info, Account Settings.

Delivery Settings

Note, POP3 is not like IMAP where it keeps your mailbox in SYNC with the server. POP3 downloads the email from the server and you have the option to delete the email once you do this or leave it on the server. My personal preference is to leave it on the server until I delete it, hence the settings below.

Back on the Main Account menu, Click Next to test the install and finish things off.

(AP) ? Colts coach Chuck Pagano received a warm welcome in his return to the sideline Sunday, then watched his team score on its first drive.

With drums playing and the Colts cheerleaders lining up both sides of an inflatable horse, Pagano walked to his usual spot on the sideline, put on his headphones and hugged his assistants. It was his first appearance on the sideline since he began treatment for leukemia Sept. 26.

Pagano's Colts took the opening kickoff and drove 75 yards to Andrew Luck's touchdown pass to Coby Fleener. The coach threw his hands in the air and wore a huge smile after Fleener caught the ball to end a 13-play drive.

Some fans brought signs to show their support for Pagano, and the team welcomed him back with a 1-minute video just before kickoff. Afterward, an emotional Pagano waved to the crowd.

During pregame warm-ups, Pagano hugged his wife and was followed by a large group of cameras. He shook hands with Texans defensive coordinator Wade Phillips and chatted with Colts GM Ryan Grigson.

Badgers football: Stanford quarterback Kevin Hogan has come a long way

LOS ANGELES ? All Stanford assistant coach Pep Hamilton had to do this season was figure out a way to replace quarterback Andrew Luck, a two-time Heisman Trophy runner-up and the No. 1 overall pick in the 2012 NFL draft.

As if Luck?s shadow wasn?t already big enough, Hamilton found out in the spring that he had a new title. He was no longer just the Cardinal?s offensive coordinator, he was the Andrew Luck Director of Offense, a label created thanks to an anonymous donor giving, according to a news release, a ?very generous gift.?

Little did Hamilton know when the season began that the player he began grooming last season as Luck?s eventual replacement would end up igniting a late-season surge that resulted in a Pac-12 title. Stanford (11-2) will face the University of Wisconsin (8-5) in Tuesday?s Rose Bowl in Pasadena, Calif.

They haven?t forgotten Luck in Palo Alto, but redshirt freshman Kevin Hogan has shown signs that he could be the Cardinal?s next great quarterback.

?He?s definitely been a sparkplug for this offense,? Cardinal sophomore left tackle David Yankey said.

Stanford?s players and coaches spent the first few months answering questions about life after Luck. Close losses to Washington and Notre Dame in the first half of the season didn?t help matters.

?The Ghost of Andrew Luck wasn?t going to win us any games, unfortunately,? Yankey said.

Then along came Hogan, who began the season as the third-string quarterback but is 4-0 since replacing Josh Nunes as the starter. Each of those victories have come over ranked opponents, including a 17-14 overtime decision at then-No. 1 Oregon on Nov. 17.

The 6-foot-4, 224-pound Hogan ? his body type is similar to the 6-4, 234-pound Luck, who has led the Indianapolis Colts to the playoffs in his rookie season ? has completed 72.9 percent of his passes with nine touchdowns and three interceptions.

There is no doubt that the stars of the Stanford offense are still tailback Stepfan Taylor (1,442 yards, 14 touchdowns) and tight end Zach Ertz (66 receptions, 837 yards, six touchdowns), but Hogan has added a new dynamic because of his strong arm and ability to make plays with his feet.

?They did similar things,? Badgers junior linebacker Chris Borland said of Stanford?s offense now compared to before Hogan was inserted in the lineup. ?But from time to time he?d just make plays that they probably couldn?t have made previously.?

This isn?t the first dual-threat quarterback UW has faced this season. But unlike Nebraska?s Taylor Martinez and Ohio State?s Braxton Miller, Hogan is a pass-first, run-second quarterback.

?He?s definitely more of a passer, but I?ve seen him get the ball out when guys have him wrapped up,? UW junior defensive end David Gilbert said. ?He?s a big, strong kid. It?s going to be a challenge. We haven?t really played against a quarterback that has such a good combination of skills. Most guys who can throw don?t move that well. He?s got a good pocket presence and he?s a strong kid.?

Hogan had attempted one pass before Hamilton and Stanford coach David Shaw made the decision to replace Nunes after a slow start against Colorado. Hogan entered the game and led the Cardinal to six consecutive scoring drives.

So why didn?t Hogan have a bigger role earlier in the season? He?s the first to admit he wasn?t ready, primarily because he was having a difficult time grasping Stanford?s pro-style offense.

As it turned out, Hogan saved his best work for gamedays.

?I always knew he was a playmaker, but I didn?t know how well he?d adapt to the in-game checks,? Cardinal senior center Sam Schwartzstein said. ?He isn?t always perfect in practice, but come game time, he?s on point every single time.?

That sounds like Luck, who spent his final season at Stanford with Hogan watching his every move.

?His redshirt year,? Hamilton said, ?he had one job and that was to watch Andrew. ?Sit in the back of the room, be seen and not heard and emulate everything that Andrew Luck is doing, OK?? ?

To Hogan, the answer was a no-brainer.

?I?d just watch him,? Hogan said. ?I?d watch how he carried himself on the field as well as off the field. I?d watch his technique as well as his work ethic. He was a great manager of the game. He?s the ultimate leader of the offense. And just by watching him every day, and just by being in the room with him and around him really helped me.?

And, in time, helped the Cardinal even more.

Although we have used the female reference for nurses throughout this article ("she", "her"), this is done purely for convenience and in no way reflects the gender status of nurses in today's society.

Most people assume that once a nurse has completed her education and has become registered, that is the "end" and that no more learning or education is required. This couldn't be further from the truth. There's more to nursing then just tending and looking after patients.

It is highly critical that a nurse maintain and continue her ongoing education and is kept current on her profession. This is an integral part of maintaining her registration.

A nurse?s life in the 21st century is extremely fast paced. There are medical advances in precedures almost on a daily basis and it is essential that a nurse is kept abreast and is at the forefront of these improvements. This requires a high level of time management and dedication to improve oneself in addition to spending long hours in clinics and hospitals. Of course this is much easier said than done.

It is in the best interests of a good hospital to provide everything needed for nurses to continue their education. A good hospital will also more than likely pay for the education of their nurses. A lack of funds should not be a deterrent to a nurse continuing her education.

Many nurses regularly subscribe to nursing periodicals and magazines to keep up to date with their ongoing education.. Nurses are encouraged to go through the relavent published journals on a regular basis.

Of course let's not forget that just as important to success is the keeping of portfolios and timely documentation detailing all the training and education received throughout the nursing carreer. This written journal also serves as a method of organizing in an orderly manner, all the continuing education undertaken.

Admittedly, there exists a challenge with regards to access to this education for nurses, namely the expense, since nursing is still not considered to be among the better paid professions. This challenge to accessibility can perhaps be met by employers coming forward and funding the continuing education of registered nurses.

'Star Trek' Director Makes Dying Man's Wish Come True

Call it a Christmas miracle: After word spread on social website Reddit that a 41-year-old "Trek" fan with terminal cancer, named Dan, wanted to see the upcoming "Star Trek Into Darkness" before he died, his wife reportedly received a call from director J.J. Abrams.

"JJ Abrams just called Dan's wife and left a message. He's going to try to arrange a screening for Dan, either of the film or at least of the 9 minute promo reel," Dan's friend, Grady Hendrix, a writer and founder of the New York Asian Film Festival, posted on Reddit Thursday.

The new "Trek" film is not scheduled for release until May 2013.

"I'll never say anything bad about JJ Abrams again. Seriously. He is now beyond reproach as far as I'm concerned," Hendrix wrote.

A rep for Abrams did not respond to ABCNews.com's request for comment.

Dan, whose last name is unknown, has been battling cancer for several years and only has weeks to live, according to the original post Christmas Day from his wife and another friend:

"My amazing healthy film buff husband diagnosed with leukemia (CML) at 38 had to endure 3 rounds of chemo before they found a bone marrow donor match had a Bone Marrow Transplant, which was MORE chemo, full body radiation & lots of other horrific things?.then endured/survived 3 major infections + a massive GI bleed that put him in the hospital 10+ times over 3 1/2 years not to mention 100's of doctors visits?. he is my hero; I am his caregiver - I would do anything to help him?. he is now ravaged by a new TOTALLY UNRELATED cancer, (isn't that a f***er?) an aggressive and EXTREMELY rare vascular tumor that is crowding out his healthy liver tissue? they grew under treatment; there is nothing left to do but make him comfortable, at 41, he is jaundice & his liver is enlarged, his body has had enough, he has weeks to live?"

Dan's wife went on to say that her husband had planned to see the extended "Star Trek" preview during a screening of "The Hobbit: An Unexpected Journey" but was hospitalized instead.

Thursday, the friend who posted the original plea for help, updated Reddit users with the good news: "Holy cow everybody!!! I just heard from his wife that they are going to do it!! I don't know who it what the path was to get there but thank you so much to everyone that tried to help!!!"

Germans Own 5.5 Million Legal Firearms: New Registry

BERLIN -- Germany's new national firearms registry shows there are 5.5 million guns in legal circulation in the country.

That's an average of four weapons for each of the 1.4 million registered owners.

It is the first time reliable nationwide figures have been collected as previously such data were held by local authorities.

The registry provides a central national database to help police track the buyer and seller of each legally owned gun in Germany.

All European Union countries must have such a registry by 2015.

Interior Ministry spokesman Philipp Spauschus said Friday the registry would make a "concrete contribution to public safety."

Gun ownership rules in the nation of 82 million are far stricter than in the United States and firearms must be securely stored out of reach of unauthorized persons.

More serious earthquakes predicted in the Himalayas

Dec. 28, 2012 ? A research team led by scientists from Nanyang Technological University (NTU) has discovered that massive earthquakes in the range of 8 to 8.5 magnitudes on the Richter scale have left clear ground scars in the central Himalayas.

This ground-breaking discovery has huge implications for the area along the front of the Himalayan Mountains, given that the region has a population density similar to that of New York City.

NTU Professor Paul Tapponnier, who is recognised as a leading scientist in the field of neotectonics, said that the existence of such devastating quakes in the past means that quakes of the same magnitude could happen again in the region in future, especially in areas which have yet to have their surface broken by a temblor.

Published recently in Nature Geosciences, the study by NTU's Earth Observatory of Singapore (EOS) in Singapore and colleagues in Nepal and France, showed that in 1255 and 1934, two great earthquakes ruptured the surface of the earth in the Himalayas. This runs contrary to what scientists have previously thought.

Massive earthquakes are not unknown in the Himalayas, as quakes in 1897, 1905, 1934 and 1950 all had magnitudes between 7.8 and 8.9, each causing tremendous damage. But they were previously thought not to have broken the earth's surface -- classified as blind quakes -- which are much more difficult to track.

However, Prof Tapponnier said that by combining new high resolution imagery and state of the art dating techniques, they could show that the 1934 earthquake did indeed rupture the surface, breaking the ground over a length of more than 150 kilometres, essentially south of the part of the range that harbours Mt Everest.

This break formed along the main fault in Nepal that currently marks the boundary between the Indian and Asian tectonic plates -- also known as the Main Frontal Thrust (MFT) fault.

Using radiocarbon dating of offset river sediments and collapsed hill-slope deposits, the research team managed to separate several episodes of tectonic movement on this major fault and pin the dates of the two quakes, about 7 centuries apart.

"The significance of this finding is that earthquakes of magnitude 8 to 8.5 may return at most twice per millennium on this stretch of the fault, which allows for a better assessment of the risk they pose to the surrounding communities," said Prof Tapponnier.

Prof Tapponnier warns that the long interval between the two recently discovered earthquake ruptures does not mean people should be complacent, thinking that there is still time before the next major earthquake happens in the region.

"This does not imply that the next mega-earthquake in the Himalayas will occur many centuries from now because we still do not know enough about adjacent segments of the MFT Mega-thrust," Prof Tapponier explains.

"But it does suggest that areas west or east of the 1934 Nepal ground rupture are now at greater risk of a major earthquake, since there are little or no records of when last earth shattering temblor happened in those two areas."

The next step for Prof Tapponnier and his EOS scientists is to uncover the full extent of such fault ruptures, which will then allow them to build a more comprehensive model of earthquake hazard along the Himalayan front.

Q: How did you get your start in the real estate business?

Jim Petrucci hired me right out of law school. My legal background helped a lot in the complex world of real estate development.

Q: What is your favorite part of your job? What do you find most challenging?

My favorite part is the redevelopment of obsolete brownfield sites and turning them into productive commercial projects that provide jobs and a stable rateable for the community. The most challenging aspect of this industry is the entitlement process in high barrier to entry markets.

Q: How have economic conditions affected J.G. Petrucci?s strategies? Have you widened or narrowed your focus due to present conditions??

We are more conservative with use of debt. We remain opportunistic, but underwrite each project more conservatively.

Q: J.G. Petrucci has experience with a variety of property and development types. Since the recession began, has any particular market or property type surprised you with its performance (for better or worse)?

The multi-family developments have performed extremely well because the market has neglected new residential rental products for the better part of the last 30 years. Suburban office is very weak. I believe this is a function of the changing nature of the work place for corporations.

Q: Tell us about your work with brownfield sites. What challenges and opportunities do you see with such projects? How has your background in law helped with your work on such projects?

Every project we work on has a brownfield component. Environmental conditions create imperfection in pricing, creating potential for value if you are able to mitigate the conditions efficiently. Brownfields are a highly regulated aspect of the business and my legal background helps navigate through the many layers of legal requirements.

?Q: How about green technology and the LEED certification process? What challenges and opportunities come with sustainability-focused projects?

Green technology is here to stay. We incorporate more and more eco-friendly elements to our projects every time we have the opportunity. The challenge of LEED certification is incorporating these important concepts but maintaining a project budget. Many projects are expensive and have to be incorporated carefully over time.

The majority of our clientele is on the private side, however, when we do work with public entities we find them to be very inefficient.

Offices will continue to contract as technology improves and there will be more need for urban development near public infrastructure.

Q: If you didn?t work in the Mid-Atlantic market, what region would you be interested in exploring?

Possibly Chicago and the Midwest region of the United States.

Now that the holiday season is behind us, we get to sit in that awkward bit of time at the end of the year. That time that is so utterly devoted to reminiscence and top games of the year lists. As such, it?s hard to find out about notable new releases, and most developers avoid this time like the plague. Thankfully, last week was so utterly packed with releases that there?s enough for a second list. I mean, there was a new game from ZeptoLabs, creators of Cut the Rope, and that wasn?t even on last week?s list. So here we go with the last, but certainly not least, new iOS games of 2012.

After the massive success that was Cut the Rope, developer ZeptoLabs has gone against all conventions and branched out in a brand new direction with a new IP. Everyone was probably expecting a Cut the Rope 2, but instead, we get a brilliant puzzle that has you sliding pudding blobs together into bigger pudding blobs. It?s not as quite casual as Cut the Rope, with a slightly higher difficulty that should appeal to a slightly more mature gamer, but it is still charming and adorable with puzzles worth every penny. Definitely don?t miss out on this one.

Only in the open and accessible world of iOS development have we seen projects like this. An ancient eighties fighting game revitalized and re-released as a gesture and timing-based adventure from the creator of the original (who also created Prince of Persia). There are plenty of old references mixed in with the new look and feel of the game, appealing to both modern and old school gamers. There is an elegant simplicity in the violence at play here, and while I don?t foresee it being crazy popular, there is a modern classic to be found in this one.

DoubleFine Productions, with their buckets and buckets of Kickstarter money, are still doing what they do best. They make smaller titles that offer a lot of creativity and charm. The creators of Brutal Legend have no branched into the iOS realm with this wonderfully funny freemium simulation. Only DoubleFine would think of such a hilarious concept as superhero middle management. Yes, it is a freemium game with freemium elements, but DoubleFine has done their best to lessen the brutality of them, and in the end this is a very familiar game with a sense of humor.

3D Realms, creators of Duke Nukem, have been having a pretty good time releasing their old games on mobile devices. Their latest release is that of the controversial 1997 shooter, Shadow Warrior, based on the same engine as Duke Nukem 3D. The controls for Duke Nukem 3D?s port weren?t very cooperative, but it seems like they?ve been vastly improved for the bloodbath that awaits you here. It?s retro ultra-violence at its best. The game is only decent overall, but it?s still worth playing if you miss the simpler shooters of old.

It is a rare day that I promote a match-three game on this weekly list. I?ve never seen a genre get so popular so quickly before dying off just as quickly as I saw with match-threes. Luckily, the developers of Pixel Defenders Puzzle know just how to scratch my gaming itch. Essentially, this is more like a Triple Town, but it isn?t a blatant clone, and simply builds on those solid mechanics. For another thing, it involves a retro RPG pixilated world, with magic, wizards, undead, and the rest. I?m pretty much guaranteed to pay attention when I see such an aesthetic. As it so happens, the game itself is really well done, and worth playing!
