Adoption & Foster Care: My Personal Experiences: In It For The Money

Most of the stories in the media about foster care seem to take the most horrendous cases into account, portraying foster children as extremely disturbed or dangerous delinquents and painting foster parents in an equally unflattering light.?

One such unflattering assumption about foster parents which makes me laugh is that ?Foster parents just take in kids for the money.?? Clearly, anybody who believes this has never done foster care.??

Michael and Sarah Gerstenzang were an upper middle class couple who were living in New York City with two young children when they took their first foster placement because, among other reasons they wanted to ?give back to society and help a child.?? Michael was an attorney and as a social worker Sarah always had an interest in child welfare.? When reflecting on her personal experiences, Sarah shared her feelings about the low reimbursement rate foster parents receive:

[My husband ] ?and I were asked numerous times by our friends and acquaintances if we thought that many foster parents were ?doing it for the money.?? (I think middle class people sleep better when we assume that adults are being paid to care for children whom we as a society are responsible for.)? We would first explain that there wasn?t much money in foster care for foster parents, to which some people replied, ?Yeah, but if they take in like ten kids??? And then we would patiently explain that taking in ten kids wasn?t permitted.? But for argument?s sake, if one could take in ten kids, economize, and have a little left over, would it be worth it to have to live with ten kids??

Thank goodness for reforms which limit the number of children in a foster home and thoroughly screen families before giving them a license to make sure they?re fostering for the right reasons.? In our state, one of the requirements for fostering is that the family must be financially independent enough that they don?t have to rely on foster care as a source of income (as verified by income tax returns and paycheck stubs) which hopefully helps to weed out the people who are just doing it for the money versus those who are truly interested in making a difference in the life of a child.

Realistically, it?s not accurate to say that you get PAID for doing foster care- you get reimbursed with a stipend because children not only require much of your time and attention, but cost money to raise.? I love what continued to explain about stipends, drawing on her background of studying social policy as a graduate student:

??The practice of reimbursing foster parents for some of the costs of caring for a child dates back more than one hundred years.? Stipends were initially paid to discourage families from putting children to work to earn their keep.? They were intentionally set at levels slightly lower than the cost of covering the child?s expenses.? The basic argument for the low level of reimbursement applies today:? Foster parents have to want to foster for humanitarian reasons, not for profit. So the people who make the most significant difference in quality of life for the foster children, the foster parents, are the only ones not getting paid; who does get paid are lawyers, judges, social workers, and administrators.? Because they are not employees, foster parents also forgo health insurance and Social Security benefits.? Since the foster system depends on career foster parents and children benefit from their experience, it is a shame that the system doesn?t support and encourage these parents.? And if children can?t be cared for in foster homes (due to either a lack of homes or the child?s difficult behavior) the next step for them is often a group home, which can cost two hundred dollars per day or more, depending on the level of care.?

On a related note, because of a legislative audit last year, my state?s Division of Child and Family Services is shifting its focus on how to spend funds for children in foster care, including less reliance on group homes as well as investing more money on in?home services in an attempt to reduce the number (and cost) of children being placed in out-of-home placements. A newspaper article explaining the changes the recent audit prompted stated, ?While in-home placement provides better outcomes for children, it is unsafe for some children to remain in their own homes.??

Hence the need for foster families!? Herein lies the problem, which the article continues to state:

?The low basic financial reimbursement rate may discourage some people from the 24-hour, seven days a week commitment that foster care requires, national advocates say.?

Props to Utah DCFS Director Brent Platt who was quoted in the article as saying "The reality is, people don?t do it for money.? These are people who want to help children, to give back to their communities."

Rhincrew Luke and Galtee Max in conflict for the Grade A2 500 metres flat race ?

The Grade A2 500 metres flat has pulled together quite a few entries who have the potential to bag the ?102 prize money of the event. The 500 metres race will be hosted by Sheffield on Monday, 24th September. One of the most commendable and prosperous hounds up for the challenge tonight is the two-year-old brindle dog, Rhincrew Luke.

The lightly raced hound has progressed from the Grade T races to the Grade A2 and A3. He has won two out of the five career outings and has improved drastically through the last five races.

The N. Melbourne trained won the Grade A3 500 metres flat race on 11th September, 2012 at Sheffield. Breaking out of the second trap and then ruling over half the distance had him on the other end of the wire in 29.36 seconds. His lead of three lengths shoved Tamara into the second slot.

Striking a back-to-back, Archaton Pine?s son took charge of the track from the second spot, and landed the race in 29.78 seconds.

With the final ? of a length in his favour, the two-year-old had Outlier Rudi settling in the second position.

The 5 to 2 entry will once again race in the blue vest after having drawn the second trap.

A candidate to look out for is the two-year-old, Galtee Max. The E. Parker trained has a good fan following at Sheffield, and has won at the venue at several occasions. Ever since 12th May, 2012, he has raced over 500 metres only.

Crash?s son has won twice out of the last four outings.

He captured the Grade A2 500 metres flat on 20th August, 2012 at Sheffield. Picking up pace just when it was required, and then dealing with the cluster tactfully, had him charging on from the first spot, and reaching the wire in 29.67 seconds.

Next he nailed the Grade A2 500 metres flat race on 30th August, 2012 at Sheffield. Shifting from first to second stall did not break the winning composure due to the winning technique that got him beyond the wire in 29.57 seconds.

Galtee Max has drawn the box right next to Rhincrew Luke, the first trap.

A perfect storm of propaganda on health insurance reform ...

A phony report from a phony consumer group, a misleading OpEd by a left-wing legislator and a dose of extreme demagoguery from a BDN columnist have created a well-orchestrated perfect storm of propaganda. But no one should be buying it.

This onslaught of misinformation is meant to discredit the recent health insurance reform passed by the Republican-led 125th Legislature. Although rate hikes under the new Public Law 90 for most Mainers are the smallest in years (many are even seeing reductions), this trio and their comrades are hellbent on sending a different message.

Their goal is to go back to the days of Dirigo Health, extreme health care and health insurance regulations and more Mainers on medical welfare.

The tempest-in-a-teapot started with a ?report? from the well-funded, pro-government-health-care lobbying group, ?Consumers for Affordable Healthcare.? Their ?report? ? although few could seriously call it that ? cherry-picked numbers, ignored positive new trends and is basically spin.

It failed to take into account the recent rate increases by Anthem and Harvard-Pilgrim that are the lowest ever, and this, according to the Bureau of Insurance, is because of PL 90, the law so maligned by ?Consumers? for Affordable Health Care.

The report described higher taxes but didn?t mention that they are only half of the infamous Dirigo Tax, which is now being phased out.

The report cites ?worsened product choices,? but the fact is that there are many new products available. Anthem has announced a new product that covers maternity care, combines out-of-pocket costs and is compatible with tax-advantaged health savings accounts. This product is a direct result of PL 90.

The report also failed to look at past rate increases. According to the Maine Bureau of Insurance, Maine?s average yearly rate of increase in the small-group market over the past 10 years has been around 19 percent. In the individual market, the average increase has been 13 percent.

This is a result of decades of Hail Mary liberal experiments, all of which were cheered on by Consumers for Affordable Health Care. Their brainstorms included community rating, which prevented insurance companies from charging young people less than old people. They instituted mandates that forced expensive policies for coverage many people simply didn?t want to pay for. They championed Dirigo Health, which failed to come close to any of its goals, ate up hundreds of millions in tax dollars and delayed real health insurance reform. Maine?s gigantic medical welfare program, MaineCare, has also had an adverse effect on health insurance rates.

There were more experiments, too numerous to mention, that ultimately forced prices up. We never saw a ?report? from ?Consumers? for Affordable Health Care when all of them failed, when our premiums suffered hyper-increases, when all insurance companies but two left Maine because of our onerous regulatory environment, and when our medical welfare population, percentagewise, became the largest in the country.

Rep. Adam Goode?s misleading and inaccurate OpEd (Sept. 4) is more of the same. While cherry-picking a few rate increases, it completely ignores the facts about the reforms of PL 90 and the positive results. This kind of hyperbole sells well to the Maine People?s Alliance crowd, but working Mainers see through this nonsense.

Columnist David Farmer?s piece (Sept. 5) is an over-the-top, partisan hit job. Its purpose is not to enlighten readers with facts but to destroy with demagoguery. The basis of his piece is the phony report. He exaggerates the results, denigrates Republicans and insinuates malevolence that is unfounded, unfair and insulting. It is meant to frighten. It?s all he has. His side has failed and failed again.

PL 90 is slowly providing relief to Maine?s petri-dish insurance market. The reforms in the new law, which are in complete compliance with ObamaCare, have been well-tested across the country and will bring Maine?s insurance market closer to normalcy.

Among other things, it changes community rating rules, allowing young people to benefit from their low risk. It provides a reinsurance pool so the least healthy can get coverage at reasonable rates. Moreover, it permits more businesses to band together and self-insure. It likewise allows out-of-state purchase of insurance for individuals in 2014.

Maine people have suffered for years as guinea pigs for all of the latest left-wing health care experiments. Correcting this injustice won?t happen overnight. While PL 90 has only been in effect for a few months and has not been fully implemented, good news is coming in already. You?d never know it, however, if you were in the path of this perfect storm of propaganda.

Pick a website that gives sensible and practical suggestions, rather than asking you to do nonsense activities. Remember it?s your life and each thing you will do, will make your situation even worse.

When you are seeking relationship advice for saving your marriage, look for suggestions that could guide you to win your man/woman back, rather than replacing them. I am saying this, because I?ve seen a few websites that ask you to appear in some short quiz and on the basis of your answer they suggest you to leave your existing partner and look for a new one. That doesn?t make even an ounce of sense! So, beware of such websites.

These were few points that you must keep in mind while you seek relationship advice for saving your marriage. Without knowing in which situation you currently are, it is nearly impossible to suggest you anything. But there is one thing I would sincerely suggest you, no matter what situation you are- Don?t let him/her go! It may sound like a piece a cake to find a new partner, but it takes a lifetime to love again! So make sure you put in your most sincere efforts to save your relationship and never give up hope!

Once we saw Snooki and Jionni's baby with a stuffed crocodile, we got the baby/stuffed animal fever!

This morning, we saw the most ADORABLE photo in People magazine. Unfortunately it's not online yet, but get this: Snooki and Jionni LaValle's new baby, "little meatball"?Lorenzo Dominic LaValle, lounging in his crib with a huge stuffed crocodile MORE THAN TWICE HIS SIZE. And not just any stuffed crocodile, but Crocadilly, the stuffed animal who accompanied Snooks during all her Jersey Shore partying, and whom Vinny famously hung off the balcony much to her horror.

Anyway, can someone say: Ovaries. In. Overdrive.

How Did Coal-Rich India End Up with Power Blackouts?

?If you work hard, and put your heart and soul into it, then you are allowed to steal some,? said Shivpal Singh Yadav, a minister for public works for India?s most populous state, Uttar Pradesh (UP). ?But don?t be a bandit.? Caught on camera, Yadav?s words were replayed in newscasts across India on August 9, 2012, nine days after a power failure left half of India?s population?one-tenth of the planet?s people?without power. Among the Indian states that suffered the blackout, twice, was Yadav?s home state of UP.

A preliminary government investigation into the cause of the blackouts blamed ?indiscipline of state electricity boards and faulty management by the northern grid operator Power Grid Corporation? for the blackouts. Yet two other simpler reasons, theft and climate change, should not be overlooked.

india coal Theft and corruption have played a role in India?s power failures for decades. At every step in the supply chain, money is siphoned off via direct bribes or shortcuts. There is the theft of the politically connected?like Yadav. And there are special deals cut with farmers, large hotels and others who collect favors in the form of free or guaranteed electricity in exchange for bribes of powerful officials. Then there is theft of the Adivasis, or tribals, the untouchables and other disenfranchised people of India. More than a third of India?s households do not have enough electricity to power a light bulb, according to last year?s census. And so they steal it. In fact, as much as 40 percent of India?s electrical power is stolen.

June and July is traditionally the season for planting rice in the north. Rice is a staple crop for India, and India?s paddies provide a significant share of rice for export to global markets. Rice paddies require an abundance of water. With a delayed monsoon (yet another anticipated outcome of climate change), farmers in North India were using more power than usual to pump groundwater to irrigate their crops. This, together with the ongoing theft of power from the grid, certainly played a pivotal role in the northern grid?s power failure.

How did India, a country with plentiful coal reserves and a growing GDP, get into a situation of energy theft and such energy inequality? World Bank policies had a lot to do with it. Coal is India?s biggest and dirtiest source of power, providing over 57 percent of the country?s electricity. Yet, despite its abundance, it is increasingly hard to come by. One reason: unsettled land is in short supply in a country about a third the size of the United States but home to almost four times?or 1.2 billion?people.

india strip mines For decades, the World Bank provided inducements to the government of India to expand its exploitation of coal. The bank also pushed privatization of the power sector and expansion of strip mining. Underground miners once had one of India?s most powerful labor unions. While dangerous and dirty, these jobs provided a decent living, and underground mining prevented the widespread environmental and social destruction that open-pit mines ushered in. At the World Bank?s behest, however,?strip mines replaced thousands of underground mines; miner?s unions were busted and replaced with a handful of workers driving large dump trucks.

Strip mines ravage the landscape and cause acid drainage, which kills fish and makes the water unsafe for drinking or bathing. They smolder in a constant state of combustion. As with large dams, another energy development approach favored by the World Bank (which are also proving unreliable as they fill with silt), thousands of India?s poorest tribal people have been uprooted to make way for strip mines and placed in resettlement camps where prostitution and alcoholism are endemic.

India?s coal is heavy in ash content, and population pressures on available land means ash disposal is also a problem. So, often, the polluting ash?with heavy metals and radioactive elements?is merely dumped in the already polluted rivers. Or it is dumped back in the empty mining pits, where it leaches into the aquifers.

Though the bank recognized a focus on privatization of the power sector and coal-fired power for the grid would result in power largely being provided for heavy industry and urban areas, where payment rates were highest, they rationalized this approach the same way they rationalized ?trickle-down? models of development elsewhere in the world: they assumed that energy services would eventually trickle down to the poor.

india power loss However, civil society groups, including ours, urged the bank to review this flawed assumption and instead focus on providing renewable energy to the poorest in rural areas.?At our urging, former World Bank President James Wolfensohn agreed in 2001 to conduct a thorough review of the Bank?s investments in oil, gas and mining to determine whether or not their loans were helping the poor. Their own hand-picked ?eminent person,? Emil Salim, a former board member of one of Indonesia?s largest coal companies, who headed up their three-year Extractive Industries Review,?urged them to uphold a moratorium on lending for coal and to get out of oil completely by 2008. The poor were ?worse off,? not better, Salim determined, as a result of the World Bank investments in coal and oil. Nevertheless, the Bank ignored his advice and?continued to provide billions?to one of the most polluting of fossil fuels, while ignoring its climate impact.

The World Bank once claimed it would provide an acre of land for every acre taken from those who got out of the way for the mines and dams they financed. But that promise was long ago watered down, then forgotten. The regions of India where coal is most abundant?including the newly formed state of Jharkhand, which means ?Land of the Forests??also happen to be the most densely tribal, where trees and other natural beings are viewed as sacred. And this is where resistance is the strongest. With a tribal government, Jharkhand has kept twenty-three proposed thermal plants and about twenty-two coal-mining companies from entering tribal villages and going online since 2005.

A primary rationale India and the World Bank gave for burning India?s coal was ?energy independence.? Yet two decades after the World Bank opened up India?s mines for rapid exploitation, as India runs into roadblocks and runs out of space for open-pit mines and ash disposal, it is increasingly turning to coal from abroad?which comes with lower ash content but at a higher price, from places such as Indonesia, Australia and even Appalachia.

And because of problems with coal and large dams, the government of India is increasingly trying to force nuclear power on the agenda. Yet, here, too there are obstacles: In the aftermath of the Fukushima meltdowns, in Kanyakumari Kundakulam, more than a thousand women have been protesting a nuclear power plant proposed for that rich agricultural area with regular hunger strikes.

Had the bank heeded its own studies in the early 1990s, which showed that a more economically efficient way of handling the energy needs of the poorest in rural areas would have been to invest in renewable energy, many of India?s energy and environmental problems would have been solved. And had the World Bank focused on its mandate?providing energy for the poorest, rather than rich urban areas, and businesses?India might have ramped up its use of renewable energy to a level comparable to Germany?s, which, with far less insolation, recently derived 40 percent of its electricity from solar power.

Instead, the bank foisted on the largest democracy in the world a neoliberal trickle-down model?where unions were busted, wealthy corporations like Tata were given development assistance to build coal mega-burners, people were treated like pawns on a giant chess board, while they targeted the affluent and heavy industries first for energy delivery using some of the most environmentally destructive energy resources on the planet. Nearly two decades later, after billions in investment, one-tenth of the world sits in the dark, the planet is rapidly heating up, electricity theft consumes as much as 40 percent of India?s power, and the only thing trickling down to the poor is contaminated water or, if they?re lucky, enough water to keep their parched crops alive.

NASA's SDO sees massive filament erupt on sun

ScienceDaily (Sep. 4, 2012) ? On August 31, 2012 a long filament of solar material that had been hovering in the sun's atmosphere, the corona, erupted out into space at 4:36 p.m. EDT.

The coronal mass ejection, or CME, traveled at over 900 miles per second. The CME did not travel directly toward Earth, but did connect with Earth's magnetic environment, or magnetosphere, with a glancing blow. causing aurora to appear on the night of Monday, September 3.

What is a solar prominence?

A solar prominence (also known as a filament when viewed against the solar disk) is a large, bright feature extending outward from the Sun's surface. Prominences are anchored to the Sun's surface in the photosphere, and extend outwards into the Sun's hot outer atmosphere, called the corona. A prominence forms over timescales of about a day, and stable prominences may persist in the corona for several months, looping hundreds of thousands of miles into space. Scientists are still researching how and why prominences are formed.

The red-glowing looped material is plasma, a hot gas composed of electrically charged hydrogen and helium. The prominence plasma flows along a tangled and twisted structure of magnetic fields generated by the sun's internal dynamo. An erupting prominence occurs when such a structure becomes unstable and bursts outward, releasing the plasma.

What is a coronal mass ejection or CME?

The outer solar atmosphere, the corona, is structured by strong magnetic fields. Where these fields are closed, often above sunspot groups, the confined solar atmosphere can suddenly and violently release bubbles of gas and magnetic fields called coronal mass ejections. A large CME can contain a billion tons of matter that can be accelerated to several million miles per hour in a spectacular explosion. Solar material streams out through the interplanetary medium, impacting any planet or spacecraft in its path. CMEs are sometimes associated with flares but can occur independently.

California Program Eliminating Upfront Cost Of Energy Upgrades Set To Launch For Businesses, Homeowners Left Waiting











I have written a few times before at this blog, including here and here, about an innovative financing proposal called on-bill repayment (OBR), which would eliminate the upfront cost of energy improvements.

The proposal was presented to the California Public Utilities Commission (CPUC) by Brad Copithorne, an Energy and Financial Policy Specialist with the San Francisco office of the Environmental Defense Fund (EDF). Different models of OBR have been launched in Oregon and New York, but Copithorne customized the concept for the California market.

In an April 29 post, I reported on two developments that made it much more likely California would launch an OBR program as expected in January 2013. California?s program would be the first statewide OBR program for energy efficiency and renewable energy upgrades to be financed entirely by third parties.

First, the CPUC had released a proposed decision directing the state?s major utilities to develop OBR programs for commercial properties in their service territories. In a May 18 decision (PDF), the CPUC upheld the proposed decision, directing the utilities to proceed with program development. Because the CPUC does not believe it has the authority to direct utilities to establish a similar program for the residential sector, EDF had sponsored legislation, introduced by Senator Kevin de Le?n, SB 998 (PDF), which would authorize the CPUC to compel utilities to develop OBR programs for homeowners.

The bill was passed out of the Senate Energy, Utilities, and Communications Committee on April 24 and passed with an unanimous vote in the Senate Appropriations Committee on May 21 ? but there it remains. As today is the last day of the legislative session, OBR for residential customers will have to wait until the Legislature reconvenes next year.

In an August 30 blog post, Brad Copithorne notes that the utilities? commercial OBR proposal is slated for release on October 1. He also describes what EDF plans to do next to reach a residential OBR solution:

EDF has been working closely with the utilities, environmental groups, financial institutions, project developers and other key stakeholders to craft a program that provides low-cost financing for retrofits, does not require ratepayer subsidies and has maximum flexibility to allow vendors and investors to decide how best to serve their customers? needs. We are cautiously optimistic that the utility proposal will meet these objectives when it is released to the public on October 1, 2012.

The CPUC, however, believes that they currently do not have the regulatory authority to extend the OBR program to residential properties. EDF has been pursuing legislation to grant this authority to the CPUC, but, at this time, we do not expect that it will pass in the 2012 legislative session. EDF plans to re-introduce the residential-focused legislation in 2013 with a broad range of supporters, including several key members of the legislature.

Here?s how on-bill repayment would work, from my March 28 post:

After performing an energy audit of the home or commercial building, or assessing the suitability of the rooftop for solar, a contractor recommends improvements to the building owner. Improvements could include attic and wall cavity insulation, high-efficiency windows and appliances, duct-sealing, or rooftop solar. The contractor presents an estimate of the upfront cost of the improvements. If the building owner agrees to the upgrades, the contractor sends a loan request to participating banks for approval. The loan is repaid through the customer?s monthly utility bill.

?Whatever the savings would be on the project, they would be required to exceed what you have to pay each month on the loan,? said Copithorne. He offered an example. A homeowner pays an average of $300 per month for utilities. The package of energy upgrades recommended by the contractor will save $200 monthly. After the monthly loan payment, say $180, represented as a line item on the utility bill, the customer?s bill drops from $300 to $280. If the property is sold, the loan stays with the meter and would be taken over by the new tenant.
