As expected, Neymar is making the Men?s Olympic soccer tournament his own, though as Spain?s shocking exit reminds us, Olympic soccer shouldn?t be taken for granted. This may be a turbo charged under-23 tournament, but there?s plenty of talent involved.

That?s what makes what Neymar?s doing so special. The 20-year-old Brazilian attacker, already acclaimed as one of the world?s best (without having set foot in Europe), as two goals in two games, a description which vastly understates his influence. He?s been the key cog in a Brazil attack that?s scored six goals in two games.

You could argue that a world class player dominating the Olympics isn?t so newsworthy, but when somebody like Luis Suarez goes scoreless in two games, it?s difficult to argue goals are there for the taking. A look back at the recent history of stars in the Olympics shows there are just as many Suarezes as Neymars. While some legends have used the summer games to build their legacy, others have failed to make their mark.

Here?s a quick look at the recent history:

2008 ? Lionel Messi was just beginning his ascent to world domination when he touched down in China. He scored Argentina?s first goal of the tournament in a win over Cote d?Ivoire but only managed one more in the Albiceleste?s final five games (a gift presented him by a Dutch giveaway). Finishing a perfect 6-0-0 record, Argentina claimed gold, their only hiccup a penalty kick shootout win over the Netherlands in the quarterfinals.

2004 ? Cristiano Ronaldo was only 19 when he represented Portugal at the Athens games. The Seleccao disappointed, finishing at the bottom of Group D, though the young Ronaldo got on the scoresheet in the 40th minute of a Portugal win over Morocco. Coming off his first year at Manchester United, Ronaldo still impressed, putting on a memorable display of skill in his team?s opener against Iraq. The Iraqis went on to win the game, 4-2.

2000 ? The Sydney games were star-studded, in hindsight. Ronaldinho was on Brazil?s squad, scoring in the 94th minute to earn the Selecao extra time in the quarterfinals (they?d lose to Cameroon on a golden goal). A 20-year-old Xavi Hern?ndez helped Spain to silver, scoring twice (including in the final) as La Roja averaged two goals per game. But Samuel Eto?o, then 19, would end up claiming gold, scoring his only goal of the tournament in the final, eventually converting a penalty kick in the shootout.

1996 ? Real Madrid legend Ra?l scored twice for Spain, but a 20-year-old Ronaldo, fresh off his second season at PSV, was the man to watch. In six games, Ronaldo scored five times as Brazil took home bronze. Only Hern?n Crespo and teammate Bebeto had more goals in the tournament.

1988 ? Two strikers that would go on to win world titles featured in South Korea. Jurgen Klinsmann scored four times for one of West Germany?s final teams, the squad claiming the bronze in a 3-0 third-place match win over Italy. Brazil?s Romario, however, would be the tournament?s leading scorer, posting seven goals. Unfortunately, it was one too few, as Brazil lost the gold medal match to the Soviet Union, 2-1.

1984 ? Roger Milla got Cameroon?s Olympics off to a strong start, scoring 32 minutes in to the Indomitable Lions? first match (against powerhouse Yugoslavia). Cameroon would eventually lose that match and fail to get out of group, with Canada beating them 3-1 in Boston in Group B?s third game. Milla finished with that one goal.

1976 ? Michel Platini and Hugo Sanchez were drawn into the same group, with only Platini?s France making it out. He scored three times in group play before Les Bleus ran into East Germany in the quarterfinals, losing 4-0. Sanchez had a late consolation goal in his meeting with Platini?s France, but he would be kept off the scoresheet against Israel and Guatemala.

1972 ? Falc?o?started two of Brazil?s three games (and appear in all of them), but it was a poor tournament for the Selecao. Only 19 years old and yet to start his professional career with Internacional, Falc?o wasn?t in much of a position to help. They finished bottom of a group that included Hungary, Denmark, and Iraq. The tournament?s star was Poland?s Kazimierz Deyna, who scored nine goals in seven games, leading his team to gold. Deyna would eventually become a star in the NASL with San Diego, ending his career with the team as it moved into the Major Indoor Soccer League.

Senator warns China on trade in review of oil deal

WASHINGTON (Reuters) - Senator Charles Schumer said on Friday that the United States should use a bid by China's state-run CNOOC for Canadian oil company Nexen Inc as a chance to take China to task for long-standing trade and investment issues.

Schumer, who has made criticism of China's economic policies a hallmark of his career, laid out a powerful political warning that many U.S. lawmakers expect China to open its doors to reciprocal investments, even as he made it clear that he does not object to CNOOC's $15.1 billion bid on its merits.

In a letter to Treasury Secretary Timothy Geithner, Schumer suggested the United States should withhold its blessing for the deal unless China addresses complex disputes over government procurement, foreign investment reviews and intellectual property rights.

The Obama administration gets to weigh in on the U.S. portion of the deal because Nexen has about 10 percent of its assets in the U.S. Gulf of Mexico, and U.S. law requires a formal national security review when a foreign company buys energy and other sensitive assets.

"It is rare that we have so much leverage to exert upon China," said Schumer, the Senate's No. 3 Democrat, who has argued that China fixes the value of its currency too low, creating unfair trading conditions.

Schumer, of New York, was among the most vocal critics in Congress of a proposed 2005 merger between CNOOC and the oil company Unocal, which was withdrawn under pressure.

His statements have been the strongest criticism thus far of the CNOOC-Nexen deal, but overall the deal has not yet produced a reaction in Washington anywhere near the Unocal controversy.

On Friday, a federal court froze assets of traders the U.S. Securities and Exchange Commission said illegally reaped more than $13 million in Singapore and Hong Kong accounts trading on inside information, buying up Nexen shares ahead of CNOOC's announcement.

OTTAWA IN DRIVER'S SEAT

The Canadian government will review the bid, and Canadian Prime Minister Stephen Harper has said there should be no assumptions about whether it will receive approval.

But Schumer's request to intervene in a deal involving a Canadian company caught many off-guard.

Canada's Foreign Minister John Baird side-stepped questions on Friday about Schumer's statements, saying his government would work to negotiate lower trade barriers in China "independently" from its decision on the takeover.

"Decisions about the Canadian economy, about our relationship - our economic relationship with China - will be made in Ottawa and not in Washington or New York," Baird told reporters in Ottawa.

The provincial government of Alberta, home to Nexen and its oil sands operations, is also watching the development closely, officials said.

NATIONAL SECURITY REVIEW

CNOOC has already informed the Committee on Foreign Investment in the United States (CFIUS), chaired by Geithner, that it will submit a formal filing for review.

That process involves an initial 30-day review, during which the Director of National Intelligence does a detailed analysis that goes to key cabinet members, said Benjamin Powell, a partner at law firm WilmerHale.

Because China's government controls CNOOC, U.S. law requires an additional 45 days of investigation, said Powell, former general counsel to the Office of the Director of National Intelligence.

The study focuses on "what you more traditionally consider as national security concerns" in contrast to Canada's more broad "net benefit" standard, which examines the economic impacts of foreign investments, Powell told Reuters.

It's unclear whether the CFIUS review of CNOOC's bid for Nexen would look at the broad trade issues identified by Schumer, he said.

"This does not have the hallmarks of something where they're buying sensitive telecommunications assets, or large portions of our domestic energy supply," he said.

The committee has the power to ask companies for "mitigation steps" to address security concerns, such as divestitures or security control agreements with the U.S. government, Powell explained.

"It's rare that the committee has not been able to resolve national security concerns," he said, also noting the president has the ultimate decision on whether to block a takeover of U.S. assets.

If the administration took a hard line against China, following Schumer's advice, Nexen conceivably could choose to divest its U.S. assets, a process that could hold up the deal and annoy U.S. allies, said Michael Levi, an energy policy analyst with the Council on Foreign Relations.

"It's more likely that Nexen would sell off its U.S. assets than that China would change its entire foreign investment policy," Levi said in an interview.

"The United States does not have a lot of leverage here," he said.

Still, Schumer's criticism is "laudable," Levi said, noting China does not provide the same kind of access to U.S. companies that the United States provides to Chinese companies.

Military helicopters pound Aleppo as onslaught looms

BEIRUT (Reuters) - Syrian military helicopters pounded a central district of Aleppo on Saturday as forces loyal to President Bashar al-Assad prepared for an onslaught on rebel fighters that could determine the fate of the country's biggest city, opposition sources said.

Turkey, once a friend but now a fierce critic of the Syrian government, joined growing diplomatic pressure on Assad, calling for international steps to deal with the military build-up.

The Syrian Observatory for Human Rights, an opposition group which collects information on the uprising against Assad that has gripped Syria for the past 16 months, reported helicopter attacks on the central Salaheddine district of Aleppo and violent clashes elsewhere in the city.

"Helicopters are participating in clashes at the entrance of Salaheddine district and bombarding it," the group said in an emailed statement. "There are also violent clashes at the entrances to Sakhour district."

The battle for the city of 2.5 million people is seen as a crucial test for a government that has committed major military resources to retaining control of its two main power centers, Aleppo and Damascus, in the face of a growing insurgency.

While neither side has managed to gain the upper hand, the outcome of the uprising is being watched anxiously in the surrounding region and beyond, amid fears that sectarian unrest could spread to volatile neighboring countries.

Three rebel fighters were killed in clashes between midnight and dawn on Saturday in Aleppo, the Observatory said. It said 160 people were reported killed in Syria on Friday, adding to an overall death toll of around 18,000 since the uprising began.

Video footage provided by the Observatory showed smoke rising over apartment blocks in the city into a hazy sky on Saturday. The sound of sporadic gunfire could be clearly heard.

TURKEY CALLS FOR ACTION

Turkish Prime Minister Tayyip Erdogan said late on Friday that international institutions needed to work together to address the military assault on Aleppo and Assad's threat to use chemical weapons against external enemies.

"There is a build-up in Aleppo, and the recent statements with respect to the use of weapons of mass destruction are actions that we cannot remain an observer or spectator to," he said at a joint news conference in London with British Prime Minister David Cameron.

"Steps need to be taken jointly within the United Nations Security Council, the Organisation of Islamic Countries, the Arab League, and we must work together to try to overcome the situation," he said.

Earlier, Erdogan had cheered on the rebels.

"In Aleppo itself the regime is preparing for an attack with its tanks and helicopters ... My hope is that they'll get the necessary answer from the real sons of Syria," Erdogan said in remarks broadcast on Turkish TV channels.

Cameron said Britain and Turkey were concerned that Assad's government was about to carry out some "some truly appalling acts around and in the city of Aleppo".

U.N. rights chief Navi Pillay urged both Syrian government forces and rebels on Friday to spare civilians in Aleppo, voicing deep concern at the "likelihood of an imminent major confrontation" in the city reminiscent of other deadly assaults.

CHEMICAL WEAPONS

United Nations Secretary-General Ban Ki-moon said he was deeply concerned about reports that Syria could use chemical weapons and demanded that the government should state it would not use them "under any circumstances".

But the White House said such a promise from the Syrian president was "certainly not enough" given Assad had paid only lip service to a U.N.-backed peace plan.

"Assad's word is not worth very much," White House spokesman Jay Carney said. "Any use of those weapons, any failure to safeguard those stockpiles would be a very serious transgression that would result in those responsible being held accountable."

In stating this week that it would not use chemical weapons against its own people, but might do so against external threats, Syria caused major international concern about its stockpiles of non-conventional weapons.

The increase in fighting in Aleppo follows a bomb attack on July 18 that killed Assad's defense minister and three other top officials in Damascus, a development that led some analysts to speculate that the government's grip was slipping.

Since then, Assad's forces have mounted a strong counter-attack against rebels in Damasacus as well as concentrating forces for an expected assault on Aleppo.

Future of California high-speed rail looks green

ScienceDaily (July 27, 2012) ? A new analysis gives Californians good reason to be optimistic about the green credentials of the state's proposed high-speed rail project, due to begin construction in 2013 thanks to funding recently approved by state legislators.

Arpad Horvath at the University of California, Berkeley, and Mikhail Chester at Arizona State University compared the future sustainability of California high-speed rail with that of competing modes of transportation, namely automobile and air travel. They determined that, in terms of energy consumption and greenhouse gas emissions, a mature high-speed rail system wins out when it deploys state-of-the-art trains powered by greener electricity. This was true even after accounting for the emergence of more fuel-efficient airplanes and automobiles.

The study, published July 26 in the journal Environmental Research Letters, comes three weeks after lawmakers authorized $4.7 billion in state funds, which freed up an additional $3.3 billion in federal funds, for the high-speed rail project. The system promises to link Sacramento, San Francisco, Los Angeles and San Diego with trains traveling at a top speed of 220 mph.

The bill, signed into law by Gov. Jerry Brown last week, allows initial construction on the 768-mile rail system to begin next year.

"We're showing that if this high-speed rail system is deployed, it is likely that California will reduce its transportation environmental footprint," said Chester, who began this work as a UC Berkeley post-doctoral researcher. But to reap those environmental benefits, the state will have to wait until the system becomes fully operational, which could take an estimated 20-30 years after groundbreaking.

"What had been missing from the public debate is this long-term planning horizon," said Horvath, UC Berkeley professor of civil and environmental engineering. "Comparable high-speed rail systems in Europe and Japan have been in place for 30-50 years. Why would we expect California's system to provide a return on investment in a short period of time? I would compare where we are now to circa 1950, around the start of commercial air travel. Did anybody know then how many passengers LAX or SFO would eventually see in a year? Air travel has since grown into a massive industry."

To assess sustainability, the researchers conducted an exhaustive life-cycle assessment that inventories the full range of environmental effects associated with each mode of transportation. Included in the analysis are the cradle-to-grave environmental costs associated with extracting, manufacturing and distributing the materials -- such as concrete, steel and asphalt -- needed to build and maintain the vehicles, freeways, tracks, stations and other integral components of the travel systems.

The researchers considered different scenarios, such as varying levels of ridership and renewable energy use, when calculating emissions of greenhouse gases and conventional air pollutants, acidification and impacts on human respiratory health.

Assuming that the electricity needed to operate the high-speed rail system comes from renewable sources, a goal set forth by the California High-Speed Rail Authority, the bigger impact of the project comes from infrastructure and supply chain processes. For instance, approximately 67 percent of infrastructure emissions attributed to high-speed rail are the result of cement production for concrete used in construction.

"If the high-speed rail project uses low-CO2 concrete, it could reduce the infrastructure's environmental footprint by 15 percent," said Chester, now an assistant professor at Arizona State University with joint appointments there at the School of Sustainable Engineering and the Built Environment, and the School of Sustainability.

The new study updates a 2010 analysis by Chester and Horvath with newer, more realistic system descriptions, data and projections, including forecasts for cleaner electricity.

One of the differences in the new analysis is the allowance for smaller, more energy-efficient trains, such as the InterCityExpress (ICE) high-speed trains already in use in Germany, that can be deployed based upon passenger demand. Instead of running a 1,200-passenger train at half capacity, for instance, the system could run smaller, more energy-efficient, 400-passenger trains during non-peak travel times.

When calculating the future energy consumption of cars, the researchers used the federal fuel economy standards goal of 35 mpg by 2020. The researchers also ran scenarios in which cars average 54.5 mpg by 2025, a standard proposed by the U.S. Environmental Protection Agency and the National Highway Traffic Safety Administration.

The researchers also accounted for next-generation aircraft that are expected to enter production within the next two decades. Such planes offer up to 20 percent in fuel consumption savings.

The findings indicate that when the proposed high-speed train is occupied by 80-180 passengers on average over its lifetime, it would result in as many greenhouse gas emissions on a per passenger-kilometer-traveled basis as a 35 mpg sedan carrying 2.2 people. The greenhouse gas emission-equivalent for a typical airplane carrying 116 passengers would be a train carrying 130-280 passengers.

"There are tradeoffs," said Chester. "Depending on ridership, sometimes high-speed rail is better with greenhouse gas emissions and beats out cars and planes. For respiratory impacts, cars are typically the worst offenders, followed by high-speed rail and then airplanes. Overall, what we're showing is that the trains are looking pretty good."

Horvath pointed out that he and Chester matched existing state-of-the-art trains against cars and planes that are still emerging. If more energy-efficient rail technology emerges, he said, the environmental benefits would be even greater.

"It's not clear what technologies will be available for high-speed rail in the future," Horvath said. "We considered the best available technologies now, but there is nothing to say that it will be the best 10, 15 or 20 years from now. I'd be very surprised if best practices weren't improved upon by then."

Chester added that while their analysis shows environmental benefits to high-speed rail, "this is not the answer to the state's greenhouse gas goals. This is a tiny piece of the puzzle."

The researchers say that ultimately, planners and policy makers need to consider various factors beyond environmental impacts in developing California's high-speed rail system. Changes in travel time, productivity, congestion, safety and urban development opportunities are just some of the deciding factors noted by the authors.

Canada rail results soothe investors despite CP troubles

(Reuters) - Canada's two big railways left investors cheered on Wednesday despite a big divide in their quarterly results, with Canadian National Railway reporting a 17 percent gain in profit and Canadian Pacific Railway posting a 20 percent drop.

The market shrugged off CP Rail's earnings and pushed up its shares by 2 percent, focusing on what analysts said were stronger underlying operations under a new, promising chief executive.

CP said its second-quarter profit drop was largely caused by a shutdown of its Canadian operations by a nine-day strike by 4,800 locomotive engineers, conductors and traffic controllers and because of the costs related to the hiring of the company's new CEO, Hunter Harrison.

Harrison, the former CEO of CN Rail, CP's bigger competitor, was appointed to head the Calgary, Alberta-based railroad in June after a bruising proxy battle between CP and its biggest shareholder, hedge fund Pershing Square Capital Management.

Pershing won the fight, which ended with CP's previous CEO quitting and Harrison, Pershing's candidate for CEO, being installed.

Montreal-based CN Rail reported stronger-than-expected second-quarter earnings, partly because of the extra freight it shipped during the CP strike. It also raised its full-year earnings forecast.

Even so, CN shares fell nearly 1 percent as its revised full-year forecast for earnings per share growth of 15 percent, up from 10 percent, was only what the market had expected anyway.

"(CN) met a bar that has been raised. Expectations ran up quite a bit going into the quarter," BMO Capital Markets analyst Fadi Chamoun said.

"At CP you've got a reverse situation where there was a lot of uncertainty about the quarter and their performance. The results underscore that operationally the company seems to have a pretty strong momentum when you exclude a lot of these one-time issues that they highlighted," he said.

STRIKE, MANAGEMENT COSTS WEIGH

CP said second-quarter net income fell to C$103 million ($101 million), or 60 Canadian cents a share, from C$128 million, or 75 Canadian cents, a year earlier.

CP said the strike, which ended when the Canadian government legislated employees back to work, is estimated to have wiped 25-30 Canadian cents from its diluted earnings per share.

CP also booked C$38 million of management charges in the quarter. That included C$16 million of deferred retirement compensation for Harrison and C$20 million for Pershing Square to reimburse it for amounts it paid Harrison to make up for losses he incurred in a lawsuit that CN launched against him.

CN said in January it was halting pension and other payments worth nearly US$40 million to Harrison, arguing that he was breaching non-compete and confidentiality obligations by involving himself with CP. CN has asked a court to rule if its action was lawful.

STRIKE BOON

CN, Canada's biggest railroad, reported a 17 percent jump in net income to C$631 million, or C$1.44 a share, on the back of higher volumes in most of the products it ships as it picked up business during the CP strike.

CN CEO Claude Mongeau said the business win was largely temporary as customers returned to CP after the strike ended.

"But it was a great opportunity for us to showcase our service, and we see it as a lead-in to a deeper relationship in the future," he said on a conference call, specifically mentioning Canpotex, Canada's large potash export consortium.

CN is keen to win more business from Canpotex, which primarily uses CP Rail to move its big volumes of potash.

On the Toronto Stock Exchange, CP's shares were 2 percent higher at C$76.60 early on Wednesday afternoon. CN's stock was down 1.3 percent at C$86.16.

BIG DIFFERENCES IN EFFICIENCY

CP said its operating ratio, an important barometer of performance in the railway industry, weakened to 82.5 percent in the second quarter from 81.7 percent in the year-earlier period.

The lower the number -- which measures operating costs as a percentage of revenue -- the more efficient the operation. By this measure, CP is the weakest performer of North America's big railroads.

Pershing Square made this lack of efficiency central in its proxy battle with the railroad, blaming CP's previous CEO Fred Green for the weakness. Pershing pointed to Harrison's track record of improving efficiency while at CN. CP shareholders and analysts mostly agreed with this assessment.

BG signs $4.5 billion contracts for Brazil oil vessels

U.K.-listed BG Group PLC has announced that it and its partners have approved the signature of contracts worth $4.5 billion for the completion of six floating production, storage and offtake vessels that will be used to bring onstream major oil discoveries offshore Brazil.

The contracts are for the construction of six topside modules and integration packages, which are oil, gas and water processing plants that sit on top of the storage ships already under construction. The company did not say to whom it has decided to give the contracts.

BG and its partners awarded the contract for construction of eight FPSO hulls in November 2010 to Brazil's Engevix Engenharia SA for $3.5 billion. The vessels, the first of their kind to be built in Brazil, will be used to produce oil from the Lula and Guara discoveries.

The topsides for the last two vessels will be awarded within the next 18 months, and at least one additional FPSO will be chartered for use on an oil field with different technical requirements, BG said in a statement.

?The approval for these contract awards, along with the tender process for an additional international FPSO, demonstrates the close alignment between partners on the fast-track, first-phase delivery plans for these outstanding resources?, said BG Group Chief Executive Frank Chapman.

BG's main partner in this development is Brazil's national oil company, Petroleo Brasileiro SA (PBR). Spain's Repsol SA (REP.MC), China Petroleum & Chemical Corp., better known as Sinopec (SNP), and Petrogal Brasil also have stakes.

Police seek bomber identity, Israel blames Iran

BURGAS, Bulgaria (AP) ? He looked like any other impatient tourist checking the big board at airport arrivals: a lanky, long-haired man in a baseball cap with his hands in the pockets of his plaid Bermuda shorts, a bulky backpack hanging from his shoulders.

Minutes later, authorities say, the man, filmed by security cameras at the Burgas airport, would board a bus filled with young Israeli tourists and blow himself up, killing six others as well. Authorities looked Thursday for clues as to who he was, using his fingerprints, his DNA and his fake Michigan driver's license.

Israel was quick to blame Iran and its Lebanese ally Hezbollah for the attack and a U.S. official told The Associated Press on Thursday night that Hezbollah was believed to be behind the attack. The official spoke on condition of anonymity because it was a sensitive intelligence issue.

The victims included the Bulgarian bus driver and five Israelis, including a pregnant woman.

Prime Minister Benjamin Netanyahu said the bombing "was carried out by Hezbollah, the long arm of Iran." Iranian Foreign Ministry spokesman Ramin Mehmanparast called the accusation "baseless," saying it was aimed at diverting world attention from Israel's role in the assassination of Iranian nuclear scientists.

Israel has attributed a series of attacks on its citizens around the world in recent months to Iran and its Shiite proxies, threatening to escalate a shadow war between the two arch-enemies that has escalated over Israeli allegations that the Iranians are trying to build nuclear weapons.

The attack occurred shortly after the Israelis boarded a bus outside the airport in the Black Sea resort town of Burgas, a popular destination for Israeli tourists ? particularly for high school graduates before they are drafted into military service. Burgas is about 400 kilometers (250 miles) east of the capital, Sofia.

On Thursday, Bulgarian television aired security camera footage showing the suspected bomber wandering in and out of the terminal shortly before the blast. He was dressed as a tourist himself, wearing a baseball cap, T-shirt, plaid shorts and sneakers with short white socks. He carried a large backpack with wheels.

Interior Minister Tsvetan Tsvetanov said the backpack contained the bomb, which detonated in the luggage compartment of the bus. The bomber was believed to have been about 36 years old and had been in the country between four and seven days, Tsvetanov said without elaborating.

"We cannot exclude the possibility that he had logistical support on Bulgarian territory," the minister said.

Officials were using DNA samples to try to establish his identity. Bulgarian Prime Minister Boiko Borisov told reporters that a Michigan driver's license was retrieved, but U.S. officials said there was "no such person in their database." Michigan is home to one of the largest Arab communities in the U.S.

Bulgarian television aired footage of the license showing the name of Jacque Felipe Martin with an address in Baton Rouge, La. Michigan officials said they told the FBI that no one by that name had a valid Michigan license and that out-of-state residents cannot be issued one anyway.

The Israelis had just arrived on a charter flight from Tel Aviv carrying 154 people, including eight children. Some of them told Israeli television that they were just boarding the white bus in the airport parking lot for a ride to their hotel when the blast occurred.

Officials reported overnight that an eighth person had died, but later said that was incorrect.

On Thursday, Bulgarian authorities rushed 200 police to hotels where about 1,000 Israelis were staying just north of Burgas. A representative of the Ortanna tour company, which books tours from Israel, said about 10,000 Israelis had scheduled vacations in Bulgaria through the firm this summer and about half had canceled after the attack.

A military plane carrying 33 Israelis injured in the bombing arrived Thursday in Israel. At least two critically injured Israelis were sent to Sofia for treatment, according to the head of the Israeli military medical corps, Brig. Gen. Itzik Kreis.

A Bulgarian government plane was to fly home 100 other Israelis who were not wounded, but who want to cut short their vacation.

Since Iran's 1979 Islamic Revolution, relations with Israel resembled a cold war with both sides warily watching each other and dealing blows through proxies, but with little direct conflict.

That began to change more than two years ago with the killing of an Iranian nuclear scientist, whose death Iran claimed was the work of Israeli hit squads. It was the first strike in what has become a suspected shadow war that has now touched three continents.

Last week, Cypriot authorities said they had arrested a 24-year-old man on suspicion of planning terror attacks. Cyprus radio said he was of Lebanese origin and carrying a Swedish passport. Netanyahu blamed Iran for the alleged plot.

Speaking Thursday from his Jerusalem office, Netanyahu said Iran and Hezbollah "attack and murder innocent citizens, families, young ones, children, people who went for an innocent vacation and whose sin is to be Israeli and Jewish."

He said it is time for the world to accept that "Iran is behind the wave of terror" and is the most "dangerous country in the world."

Israeli Defense Minister Ehud Barak described Hezbollah as the "director executors" and vowed that Israel "will do all it can to find those responsible and punish them, both those who carried it out directly and those who dispatched them."

In Berlin, German Foreign Minister Guido Westerwelle urged the Israelis to show restraint until "the real perpetrators and backers" are found.

Although Iran denies any role in the Bulgaria blast, Tehran claims Israel's Mossad spy agency was behind the slayings of at least five Iranian nuclear scientists since 2010, as well as other clandestine operations, such as planting powerful computer viruses.

Israel has not directly replied to the Iranian charges. But Israeli leaders have repeatedly said that "all options are on the table" in trying to disrupt Iran's nuclear program ? a phrase that is widely interpreted as meaning the possibility of a military strike and other measures that could include cyberwarfare.

Since the fall of communism, Israel has maintained friendly ties with Bulgaria, a nation of 7.3 million that resisted Nazi demands to deport Jews to death camps in World War II. Many of them migrated to Israel when the communists seized power after the war, and about 5,000 Jews live in Bulgaria today.

Study points to causes of high dolphin deaths in Gulf of Mexico

The largest oil spill on open water to date and other environmental factors led to the historically high number of dolphin deaths in the Gulf of Mexico, concludes a two-year scientific study released today.

A team of biologists from several Gulf of Mexico institutions and the University of Central Florida in Orlando published their findings in the journal PLoS ONE.

For the past two years, scientists have been trying to figure out why there were a high number of dolphin deaths, part of what's called an "unusual mortality event" along the northern Gulf of Mexico.

Most troubling to scientists was the exceptionally high number of young dolphins that made up close to half of the 186 dolphins that washed ashore from Louisiana to western Florida from January to April 2010. The number of "perinatal" (near birth) dolphins stranded during this four-month period was six times higher than the average number of perinatal strandings in the region since 2003 and nearly double the historical percentage of all strandings.

"Unfortunately it was a 'perfect storm' that led to the dolphin deaths," said Graham Worthy, a UCF provosts distinguished professor of biology and co-author of the study. "The oil spill and cold winter of 2010 had already put significant stress on their food resources, resulting in poor body condition and depressed immune response. It appears the high volumes of cold freshwater coming from snowmelt water that pushed through Mobile Bay and Mississippi Sound in 2011 was the final blow."

The cold winter of 2010 was followed by the historic BP Deepwater Horizon disaster in April 2011, which dumped millions of gallons of oil into the Gulf of Mexico, likely disrupting the food chain. This was in the middle of the dolphins' breeding season. A sudden entry of high volumes of cold freshwater from Mobile Bay in 2011 imposed additional stress on the ecosystem and specifically on dolphins that were already in poor body condition.

"When we put the pieces together, it appears that the dolphins were likely weakened by depleted food resources, bacteria, or other factors as a result of the 2010 cold winter or oil spill, which made them susceptible to assault by the high volumes of cold freshwater coming from land in 2011 and resulted in distinct patterns in when and where they washed ashore," said Ruth Carmichael, a senior marine scientist at the Dauphin Island Sea Lab, an assistant professor of Marine Sciences at the University of South Alabama and the lead author of the study.

The majority of perinatal strandings were centered on the Mississippi-Alabama coast, adjacent to Mobile Bay, the 4th largest freshwater drainage in the U.S. The onshore movement of surface currents during the same period resulted in animals washing ashore along the stretch of coastline where freshwater discharge was most intense.

Others who contributed to the study include: William M. Graham and Stephan Howden from the University of Southern Mississippi, Stennis Space Center and Allen Aven from the Dauphin Island Sea Lab and the University of South Alabama.

Worthy is the Hubbs Professor of Marine Mammalogy. He received his PhD in 1986 from the University of Guelph in Canada and then completed post-doctoral training at the University of California at Santa Cruz, where he studied elephant seals, bottlenose dolphins and California sea lions. He spent 11 years as a faculty member in the Department of Marine Biology at Texas A&M University at Galveston and served as the State Coordinator for the Texas Marine Mammal Stranding Network.

Worthy and his team at UCF have been studying dolphin populations in the Pensacola and Choctawhatchee bays for years.

One killed, scores injured in India's Maruti factory clashes

MUMBAI (Reuters) - One person was killed and scores injured in clashes between workers and managers at a Maruti Suzuki plant, the company said on Thursday, with production suspended and shares in India's biggest carmaker falling more than eight percent.

More than 90 workers have been arrested following the unrest at the Manesar plant in northern India, police said, in which property was smashed, parts of the factory set on fire. Over 90 people were sent to hospital with injuries.

Labour unrest at the same factory, where the union has accused Maruti of anti-worker and anti-union activities, cost the company more than $500 million (319.3 million pounds) in lost production in 2011.

"The police have taken charge of the premises," Maruti Suzuki spokesman Puneet Dhawan said.

"One body was recovered from the premises. It is charred beyond recognition."

The factory, which has a capacity of 550,000 vehicles a year and accounts for around a third of Maruti's total output, will remain closed on Thursday, the company said.

Shares in the carmaker, controlled by Japan's Suzuki Motor Corp, fell as much as 8.2 percent in early trade.

Around 90 workers have been arrested following the unrest, K.K. Sindhu, commissioner of police in Gurgaon, told Reuters. Those arrested could be charged with murder, attempt to murder and arson, he added.

Ei Mochizuki, a spokesman for Suzuki in Tokyo, said that one local employee had died and two Japanese employees had been hospitalised after the unrest.

VIOLENT CLASHES

Police and fire crews were rushed to the burning factory on Wednesday night, around 40 km (25 miles) south of New Delhi.

The protest was triggered by a disciplinary issue involving an employee, the company and the union said.

"To resolve the issue amicably, members of the senior management met the union. During the talks, the workers attacked the members of the senior management, executives and managers," Maruti said in the statement issued late on Wednesday.

In response, a statement from the president of the Maruti Suzuki Workers Union accused company officials of resorting "to anti-worker and anti-Union activities in a pre-planned manner leading to violence and the closure of the factory yesterday."

"The gates were closed by the security on behest of the management and the bouncers brutally attacked the workers with sharp weapons and arms," Ram Meher said in the statement.

"They, joined by some of the managerial staff and police later, beat up a number of workers who have had to be hospitalised with serious injuries. The bouncers, who are anti-social elements on hire, also destroyed company property and set fire to a portion of the factory," Meher said.

The union is keen to sit down to talks with the company and government officials to resolve the dispute, Meher added.

Charan Lal Sharma, labour minister for the state of Haryana, where the factory is located, told ET Now television channel that he was travelling to the site to discuss the issue.

Maruti brokered a deal with workers late last year, ending weeks of strikes and protests that shut down its production and slashed its sales and market share.

Shares in Maruti were down 7.4 percent at 06:45 a.m. British time on a Mumbai market up 0.5 percent.

My First 12 Questions About the New Microsoft Office

On Monday afternoon in San Francisco, Microsoft held a press event to unveil its next version of Office, which is now available as a free preview. On any typical day, the launch would easily have been the day?s biggest tech story.

But while Microsoft was still demoing its upcoming software, word broke that Marissa Mayer was quitting Google to become CEO of Yahoo. Suddenly, Microsoft?s news got overshadowed.

Even without the Yahoo bombshell, the Office news is relatively low-key by the standard Microsoft has set lately. This upgrade is nowhere near as radical as Windows 8, and it?s not a shocker like the company?s decision to enter the PC business with its own tablets. Everything about it is evolutionary, not revolutionary.

Still, there?s a lot of aggressive evolution in the new Office. It?s the first version of the suite designed for use with fingers as well as keyboards, mice and touchpads. It?s the webbiest edition to date: By default, it stores documents in SkyDrive cloud storage rather than on your hard drive, and it lets your files and settings travel with you from device to device. And Microsoft is going to try to convince consumers to think of Office as a service rather than a piece of boxed software?and to pay for it on an ongoing basis rather than in one lump sum.

Here?s Microsoft?s own brief video summarizing the highlights of what it?s calling ?your modern office??note that it refers to it as a service, not software.

I?ve been playing with the preview apps and will have more thoughts. For now, though, I still have lots of questions about it. Here are a dozen of them.

1. Why isn?t Microsoft introducing a full-on Metro edition of Office? The new Office features versions of OneNote and the Lync universal communications app that are built for Windows 8?s all-new, touch-friendly Metro interface. But the key Office apps?Word, Excel, PowerPoint and Outlook?haven?t been Metro-ized.

Instead, they?re classic Windows apps, but with interfaces that have been tweaked to work better on touch devices. For instance, they have touch modes that make it easier to tap with a finger rather than a mouse pointer, and you can select text by grabbing handles, in a way that?s similar to how it?s done in mobile operating systems. Also, the file-management interfaces in the apps look a lot like Metro even though they?re not officially Metro.

Now, I?m not confused about why Microsoft didn?t release a new Office that only worked on Windows 8 with Metro: It needs an upgrade that will appeal to hundreds of millions of people who aren?t planning to move to Windows 8 any time soon. I also get that no Metro edition of Office would incorporate all of the features which have accumulated in Office over the past few decades; it would have to be a more streamlined product, akin to Apple?s iWork apps for the iPad.

But you know, I?d be excited about a really good streamlined Metro edition of Office. Plenty of other people would, I suspect. I also think that Windows 8 would benefit hugely from the quick release of some outstanding productivity apps that demonstrate what Metro is capable of doing. (Note: When Apple announced the original iPad, new versions of Pages, Numbers and Keynote were part of the keynote.)

I?m not saying that OneNote and Lync won?t help Windows 8?s cause, but they?re not Word, Excel, PowerPoint and Outlook.

2. If not now, when? I assume that there will be Metro editions of all of Office?s major programs someday. And I hope that someday doesn?t have to wait for the next sweeping upgrade to the whole Office system in 2015, 2016 or thereabouts. Maybe Microsoft is working on them right now.

3. Will someone other than Microsoft build the first Metro word processor, spreadsheet and presentation package? Seems like it could be an opportunity for somebody.

4. Is the new Office a sign that the old Windows interface is still a living, breathing thing? I?ve tended to assume that Windows 8?s Desktop mode, which lets you run non-Metro software, is there for?I hate this term, but it applies here?legacy apps. My assumption has been that anything interesting that happens in the world of Windows software henceforth would involve Metro, and that the Desktop would feel frozen in time.

The fact that Windows 8 doesn?t make many significant changes to the Desktop?except for eliminating its Start button?seemed like evidence to support my theory.

But the non-Metro Office interface isn?t more of the same. It?s cleaner and more modern-looking than the average Windows application, and tries, like Metro, to address people using touch screens, keyboards, mice and combinations thereof.

I think it?s a given that other major developers of Windows applications will continue to release Desktop apps for a long time to come; I wonder if they, like Microsoft, will attempt to freshen up their interfaces for an ever-changing world.

5. Do consumers want to pay for Office as a service? Steve Ballmer thinks they do, or at least he said so repeatedly at Microsoft?s event on Monday. The company is going to introduce a home version of Office 365, its business service which bundles the Office apps with web services for a monthly fee, and which always entitles you to download the newest versions of everything.

Microsoft would like Office 365 to be the default version of Office, with the shrinkwrapped software available as an alternative for pigheaded cheapskates and Luddites. That?s an understandable viewpoint for the company to have: Office 365 is an annuity for the company, and prevents pesky Office users from buying one copy of the suite and then spurning upgrades indefinitely.

I?m curious to see whether the company can convince the majority of real people, most of whom are comfortable paying for Office on an on-off basis, to turn into Office subscribers.

6. How much will the consumer version of Office 365 cost? Businesses pay $20 a month per user for the version that includes the full Windows suite. Office 365 Home Premium is going to include Word, Excel, PowerPoint, OneNote, Publisher and Access and let you use them on up to five computers and other devices, plus 20GB of additional SkyDrive storage and an hour of Skype calling time. It?s a lot of stuff, but if Microsoft truly wants it to largely replace the boxed version of Office, it?s going to have to make the price really tempting to huge numbers of price-conscious folks.

7. How much will the non-subscription version of Office cost? The Home and Student version is currently $149.99 (or $119.99 as a download). With Windows 8, Microsoft is offering a limited-time upgrade offer for just $39.99?way less than it?s charged for the operating system in the past. Will it try a similar strategy with Office by slashing its price?

8. Will Office make sense in Windows RT? On PCs that use x86 processors, Windows 8 will run all existing applications along with new Metro ones. But Windows RT, the version of Windows 8 for tablets with ARM processors, can?t run third-party Desktop apps. So Office, with its non-Metro interface, will be an outlier.

While most x86 Windows computers will continue to be conventional PCs with keyboards and touchpads, Windows RT is meant for tablets. That means that Windows RT users will be more likely to use Office entirely through its touch interface. Will they find it smooth and efficient or clumsy?

Also: We now know that the Windows RT versions of the Office apps will be full-strength editions, not reduced-functionality ones designed for casual use. Microsoft presumably sees that as a major advantage: The new Office will be way more powerful than Apple?s iWork programs and other iPad productivity programs. It?ll be interesting to see if Windows RT users agree?or whether the new Office feels like bloatware on a tablet.

9. Wither the web apps? Microsoft hasn?t had a whole lot to say about the future of the Office Web Apps, the web-based versions of major Office apps. I?ve always had a sense that they were created by a Microsoft that gritted its teeth and built them as an unavoidable response to Google Apps, not because it genuinely wanted to offer a web suite. I?m still not sure whether the company still sees them as a quick-and-dirty substitute for Office in its real, desktop-based form, or something that might conceivably become the dominant version of Office someday.

10. How does Office for the Mac fit in? If you subscribe to Office 365, you?ll have the right to download Office?s Mac version as well as the Windows apps. Right now, Office for the Mac is substantially different from the Windows one?with a different interface and fewer features and apps. (I also find parts of it outlandishly slow.) Opinions may vary, but I?d be happy if the next version of Mac Office, whenever it shows up, is a closer counterpart to the Windows one.

11. iPad? Android? Back in February, The Daily?s Matt Hickey reported that an iPad version of Office was expected to arrive ?in the coming weeks.? Many weeks have since passed, and there are no signs of such a product being imminent. (If Microsoft were ready to announce it, it presumably would have done so on Monday.)

The current version of the rumor now says that Office for the iPad will show up in November?and so will Office for Android, which Hickey said was not in the works. I hope it?s all true, but the scuttlebutt has been so unreliable to date that I?m not going to assume anything just yet.

12. Is there an impending office-suite war? Microsoft may be synonymous with Windows, but Office and related products are actually a bigger, more profitable business. So the new Office is at least as important to Microsoft?s bottom line and general future well-being as Windows 8 is.

Right now, Office dominates its product category almost as utterly as it ever did. Yet the market is changing so rapidly that it?s not hard to envision scenarios in which it?s less of a given that the vast majority of people who use office-productivity tools use Office. By being more service-like, the new version will compete with Google Apps more directly than ever; by running on tablets, it?ll be more directly comparable with Apple?s iWork apps and other software for the iPad. I get the sense that Microsoft wants Office to be ready for whatever the future may hold, including the possibility of the business model which has worked so well for Office for so long being far less of a sure thing.
