WASHINGTON (AP) ? The last undecided House race has been called for the incumbent Democrat, bringing an unofficial close to the 2012 campaign more than three weeks after Election Day.

North Carolina Rep. Mike McIntyre will return to Congress in 2013 after barely surviving a challenge from David Rouzer. The Republican conceded to McIntyre on Wednesday night after a recount showed the Democrat maintaining a small lead.

With McIntyre's race decided, only two House seats in next year's Congress remain up for grabs. Rep. Jesse Jackson Jr., an Illinois Democrat, won re-election but resigned last week, citing ongoing health issues and acknowledging he's the subject of a federal investigation. Special primary elections to nominate candidates to replace him will be held in February.

And in Louisiana, which held its primary election for Congress on Nov. 6, there will be a run-off between two Republicans next month for the other seat.

House Republicans will stay in the majority, although their ranks will drop from 240 this Congress to 234 next year. Two hundred Democratic members will make up the minority in the House, up from 190 Democrats this year. There are currently five vacancies in the House.

In the Senate, 53 Democrats will make up the majority. Two independents will caucus with them, including newly elected Angus King from Maine, for an effective total of 55. Republicans, who currently number 47 in the Senate, will have just 45 senators in 2013.

Women will make up 1 in 5 senators, setting a new record.

President Barack Obama won 27 states and the District of Columbia for a total of 332 electoral votes. Republican Mitt Romney won 24 states and 206 electoral votes. As results stand now, Obama's share of the national total is 50.9 percent, whiles Romney's is 47.4 percent, and others account for 1.7 percent of the total vote.

Several states, including New York, California, Arizona and Washington, are still counting votes, but the remaining votes won't alter the outcome of the election.

Chrome for Android updated

Chrome for Android has been updated to fix some stability issues, says Google.
 
This news comes on the back of Google’s announcement last week on their Google+ page that it will bring mobile Chrome version numbers up to speed with desktop versions by early next year. With desktop Chrome at version 23 right now and mobile Chrome at 18, we can expect releases to be streamlined eventually.
 
For reference, the stable channel for the latest Android Chrome release for ARM devices is 18.0.1025469 and 18.0.1026322 for x86 devices.

3 BP employees arraigned on Gulf oil spill charges

Two BP rig supervisors and a former BP executive have pleaded not guilty to criminal charges in the deadly Deepwater Horizon rig explosion and the company's response to the massive 2010 spill in the Gulf of Mexico.

BP well site leaders Robert Kaluza and Donald Vidrine and BP's vice president of exploration for the Gulf David Rainey remained free on bond following their arraignments Wednesday in federal court.

Kaluza and Vidrine are charged with manslaughter in the deaths of 11 rig workers. They are accused of disregarding abnormally high pressure readings that should have been glaring indications of trouble just before the blowout of BP's Macondo well.

Rainey was charged separately with concealing information from Congress about the amount of oil that was leaking from the well.

The (Newest) Facebook Hoax: The Gift That Keeps on Giving

Anyone with a significant body of friends on Facebook has probably been subjected to the latest round of Facebook privacy scares over the last couple of days. The fun took the form of yet another hoax on the social networking site. This was similar to another privacy notice hoax that circulated in June of 2012 and was simply a reworded version of that long-debunked bit of claptrap.

For the few uninitiated, the hoax comes in the form of a stream of text that starts on the foundation that Facebook is now a public entity. The deceptions start after that, with the post exposing that Facebook has ?new guidelines? and ?hereby declaring? that all of the poster?s ?personal details, illustrations, comics, paintings, photos, and videos, etc.? are now under copyright.

The post refers to the Berner Convention, an apparent misprint that?s probably supposed to reference the Berne Convention, an international agreement that does actually refer to copyrighting. One problem: the aforementioned convention took place in 1886. It?s true that the World Intellectual Property Organization Copyright Treaty was put in place in 1996 (effective March of 2002), but that?s not mentioned in the Facebook scrawl.

Then comes the rather panicky line, complete with exclamation point: ?For commercial use of the above my written consent is needed at all times!?

Bull.

The hoax meanders on through more legalese, including a mention of the Rome Statute (of the International Criminal Court) and the usual bungled code-dropping of UCC 1 1-308-308 1-103. The latter is a garbled pile of legalese that turns up nothing, but it?s probably a reference to the more clarified June version of the hoax. That one referenced UCC 1-103 1-308, a reference to the Uniform Commercial Code that means?nothing.

The fact of the matter is that hoaxes like these spread like wildfire because many people don?t question, like, anything. Despite seeing corrections and posts clarifying the hoax as a hoax, many Facebook users insisted on being ?better safe than sorry? and posted the deceptive text anyway.

The truth is that Facebook users own the intellectual property that they upload to the site, but they also own responsibility over their privacy settings. In using these settings and signing up to Facebook in the first place, which requires agreement to the Terms of Service (somebody should really read those someday), users grant Facebook what?s known as a non-transferrable, sub-licensable, royalty free license (worldwide) to use any intellectual property posted on or even in connection to Facebook.

So, about that whole ?written consent? thing? Facebook users have already granted it via signing the Terms of Service and the subsequent privacy policy and legal terms of use. Oops.

If you're confused over a recent email from Facebook regarding its data use policy, you're not alone.? The email ? with the subject line "Up... Read more

A software glitch caused many Facebook users to find themselves members of old groups, ones they may have left a long time ago. More uncomfortably, some people were suddenly members of groups they'd even?been kicked out of. Facebook issued a statement confirming the details.

"A bug surfaced last night that caused some users to be re-added to groups that they previously belonged to," a Facebook spokesperson told NBC News. "We are working to resolve the issue now. In the meantime, we are rolling out a short-term fix for all closed groups that will make the content of those groups inaccessible to the re-added members."

At first, this bug may seem like an annoyance, leading to little more than?a pile of unwanted?notifications?? that's what we saw firsthand. However,?there could be some pretty nasty side-effects. Before Facebook issued that short-term fix, individuals who were added to closed (or "secret") groups were able to view all the non-public content in those groups as well as the current membership rosters. This could leave some sensitive posts vulnerable (though you really shouldn't be posting anything of that nature on Facebook in the first place, whether publicly or privately).

Even public groups (or closed groups which have been turned public since a user left them) can cause issues, as their membership rosters are now visible to everyone.

"I guess you now know that I belonged to a 'Flava of Love' group," Alberto Lima, a blogger for Noisecast,?wrote in a Facebook message alerting me of the glitch. "I swear I never watched the show!" Sure, Alberto. Sure.

Syrian warplanes bomb olive oil factory; 20 killed

BEIRUT (AP) ? Syrian warplanes bombed an olive oil factory packed with farmers Tuesday, killing at least 20 people in the latest regime strike to rip through a crowd of civilians, activists said.

The bombing comes as the civil war takes a devastating toll on an already beleaguered population. Human Rights Watch said it found "compelling evidence" that the regime used cluster bombs in an airstrike that killed at least 11 children earlier this week.

It was not immediately clear whether the olive press was the intended target, or if the plane misfired. The government generally does not comment on rebel claims and there was no official reaction to the latest allegations.

But two anti-regime activist groups ? the Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees ? said the factory was hit Tuesday near the northern city of Idlib.

The Observatory said "tens were killed or wounded," while the LCC said at least 20 people were killed. Syria restricts independent media coverage, making it difficult to determine the exact toll.

Both groups depend on a network of activists on the ground around the country.

President Bashar Assad's regime has been relying on air power in recent months, mostly in the northern province of Idlib, the nearby province of Aleppo, Deir el-Zour to the east and suburbs of the capital, Damascus.

Hilal Khashan, a political science professor at the American University of Beirut, said the air force is being used in areas that the overstretched army cannot easily reach.

"This is mass punishment," Khashan said. "The regime is desperate and wants to make the price of its opponents' victory costly."

Olive oil is a main staple in Syria. Tens of thousands of tons are produced annually.

Fadi al-Yassin, an activist based in Idlib, told The Associated Press by telephone that dozens of people had gathered to have their olives pressed when the warplanes struck, causing a large number of casualties.

"Now is the season to press oil," said al-Yassin, noting that many olive press factories are not functioning because of the fighting in the region. "Functioning olive press factories are packed with people these days."

Also Tuesday, Syria's air force targeted a village in northeastern Hasekah province as well as the town of Harim, in Idlib province, according to Turkey's state-run Anadolu Agency.

At least four people wounded in Hasekah were taken to neighboring Turkey for treatment.

An AP reporter on the Turkish side of the border, across from Harim, saw smoke rising from the town.

The conflict in Syria started 20 months ago as an uprising against Assad, whose family has ruled Syria for four decades. The conflict quickly morphed into a civil war, with rebels taking up arms to fight back against a bloody crackdown by the government. According to activists, some 40,000 people have been killed since March 2011.

Assad blames the revolt on a conspiracy to destroy Syria, saying the uprising is being driven by foreign terrorists ? not Syrians seeking change. On Tuesday, the pro-government daily Al-Watan published a list with names of 142 Arab and foreign terrorists it said were killed in Syria in recent months.

The list had names from 18 countries, including 47 from Saudi Arabia, 24 Libyans, 10 Tunisians, nine Egyptians, six Qataris and five Lebanese.

Analysts say most of those fighting Assad's regime are ordinary Syrians and soldiers who have defected, having become fed up with the authoritarian government. But increasingly, foreign fighters and those adhering to an extremist Islamist ideology are turning up on the front lines. The rebels try to play down their influence for fear of alienating Western support.

The regime, however, points to foreign fighters as evidence that the uprising is illegitimate.

As the conflict grinds on, however, the toll on civilians is growing.

Winter is coming, and temperatures can drop below freezing in northern Syria, where it often rains heavily. The parts of the country outside government control have to rely on smuggled supplies of gasoline and heating oil, which have already tripled in price.

The violence is also hitting the most vulnerable.

New York-based Human Rights Watch said evidence has emerged that an airstrike using cluster bombs Sunday on the village of Deir al-Asafir near Damascus killed at least 11 children and wounded others.

Cluster bombs open in flight, scattering smaller bomblets over a wide area. Many of the bomblets don't explode immediately, posing a threat to civilians long afterward. They have been banned by most nations.

"This attack shows how cluster munitions kill without discriminating between civilians and military personnel," said Mary Wareham, arms division advocacy director at Human Rights Watch. "Due to the devastating harm caused to civilians, cluster bombs should not be used by anyone, anywhere, at any time."

ConAgra to buy Ralcorp for $5 billion, to be No.1 in store-brand foods

(Reuters) - Long-time suitor ConAgra Foods Inc finally sealed a deal to buy Ralcorp Holdings Inc for $5 billion to become the biggest private label food company in North America.

Ralcorp shareholders will receive $90 per share in cash, a premium of 28.2 percent to the stock's Monday close, ConAgra said in a statement.

ConAgra, the maker of Chef Boyardee pastas and Slim Jim meat snacks, began its pursuit of Ralcorp in March 2011 with an offer of $84 per share.

The company raised its bid twice but Ralcorp spurned them, including the then-final offer of $94 per share, which valued Ralcorp at $5.2 billion.

Ralcorp chose instead to spin off its cereals business into Post Holdings Inc earlier this year.

With Tuesday's deal, the combined market value of Ralcorp and Post is about $6.12 billion, showing that Ralcorp was able to extract a much higher price than last year's bids.

Davenport & Co analyst Ann Gurkin said ConAgra did not overpay since the deal would result in a very lucrative private label business.

"Ralcorp with ConAgra's private label portfolio will make a very strong combination," Gurkin told Reuters, adding her main concern about the deal was successful and timely integration.

ConAgra said the acquisition will create the largest private label packaged food business in North America, with about $4.5 billion in combined annual sales of store-branded products.

ConAgra's shares were up 6 percent at $29.93 before the bell on Tuesday, after closing at $28.29 on the New York Stock Exchange on Monday.

Ralcorp shares were trading at $88.50. They closed at $70.23 on Monday.

The deal is a big win for activist investor Corvex Management, Ralcorp's largest shareholder, which in August demanded that the food manufacturer either sell itself, buy another company or change its strategy after a series of earnings disappointments.

Ralcorp reported on Tuesday a fourth-quarter net loss of $44.2 million, or 80 cents per share, on revenue of $1.07 billion.

The deal is valued at $6.8 billion including debt, ConAgra said.

The deal, which was approved by the boards of both companies, will add to earnings in the first year, ConAgra said.

Centerview Partners and BofA Merrill Lynch are financial advisers to ConAgra, while Barclays and Goldman Sachs & Co are advising Ralcorp.

The Mannequins Are Watching You

A well-dressed, picture-perfect mannequin stands still in a middle of a department store. She looks like any other life-size figure you've seen in stores for so long, except she can see and hear.

No, she isn't Kim Catrall and, no, we're not describing that 1987 movie "Mannequin." An Italian company, by the name of Almax, has created a bionic mannequin of sorts.

It has cameras for eyes, audio recording capabilities, an embedded computer to analyze shoppers' faces, and a modem to upload the data to a server. Called the EyeSee Mannequin, it's meant to provide more data to retailers and department stores about shoppers, says its creator.

"The EyeSee can tell if a shopper is male or female, his or her age range, how much time you spent looking at it and its outfit," Max Catanese, the CEO of Almax, told ABC News. The EyeSee can also tell the ethnicity of shoppers.

The goal, as you might assume, is for stores to know more about who is shopping and looking at the displays. How long you looked at one mannequin versus others, how many types of shoppers come into the store, etc.

"The potential is huge. A store can really know who their client is. Let's say you have eight floors and six floors are for women and two are for men, but you find out 80 percent of the shoppers are male. You want to change the ratio and switch it," Catanese said. The computer inside the mannequin captures data about each of the shoppers it sees and then uploads that to a portal, so that the store can see the statistics.

But while it feels like spying and a real invasion of privacy, it's not meant to be, says Catanese. The EyeSee does not store any images or record video. It also doesn't record audio, though it will have the ability to listen for trends soon.

"It might capture soon the keywords between people. Say, you are in front of a mannequin with a blue dress, and you say to your friend, 'It would be wonderful to have it in red,' " he said. "It will capture the words and analyze the words; not record it."

So, when will these mannequins start analyzing you? They might already be. Not only does Almax sell the EyeSee to stores oversees, it already has one client in the U.S. "It is already in some stores in the U.S., but I cannot disclose the client."

Of course, many stores don't beleive in tracking shoppers in this way. Bloomberg reports that stores like Nordstrom and Benetton are not sold on the technology. Almax will be showcasing the high-tech mannequin in New York City in early December, hoping to get more stores to feature them.

When asked if the mannequin could analyze faces or emotions, Cantese said, "There is some technology that is starting to give data like that, but it isn't advanced enough to give information about happiness, etc. In the future we will have it."

Let's just hope in the future those mannequins don't also get an update that allows them to love. If we remember correctly, that's the part that got the mannequin in the 1987 movie in trouble.

Sigh, today was very unexpected! Jacob's Yaya (in English term, Nanny) left unexpectedly without saying good bye. Actually she did say that she was going to leave end of the month and I told her it's no problem and that we'd still give her a whole month's salary. But I guess she couldn't wait. We consider having a nanny and other house help a big luxury here in the country. I know how hard it is to find good childcare in the States and how costly it can be.

Having someone help around the house and with Jacob is a big advantage for us here. I can work full-time without worrying about the dishes or lunch and dinner. Mom loves her garden so they take care of that too. Basically all the house keeping is taken care of. None of us here had any clue that she'd be leaving immediately because we all knew she'd leave on the 30th. Apparently she left late last night when all of us were in our rooms.

My Mom went downstairs to do her usual rounds of checking if our doors our locked, etc. And she saw our garage door was unlocked. She thought Oscar just went outside and we thought nothing of it. Until this morning that is. Our other helpers and our Aunt's helper were trying to wake Jacob's yaya up so they could get inside the house, to no avail. That's when my Mom went down to open the door herself. They went into her room and saw it empty (except our things that were temporarily stored there). Her drawers were empty and so were her other things. We initially thought she brought the key of our house gate with her but it was left on top of the kitchen counter.

To make things worse, she apparently owed money from her Aunt (who brought her in) and to my friend who has a business of selling clothes and bags. But I am most thankful that she left quietly. Meaning she didn't take any of our things at home (that we know of or at least would not be that valuable that we'd actually go after her for it). And most especially that she didn't take Jacob. A Mother's worst nightmare would be her child getting kidnapped. So thank God that she was a kind yaya.

I actually felt sad when she said she needed to go home because Jacob loved her and she seemed like she enjoyed taking care of Jacob. But only this late afternoon that I learned from our Aunt's helper who live next door that Jacob's yaya hated kids before she went here and apparently during the first few weeks. I guess eventually she got used to Jacob and then she got pregnant. They said that they noticed her being more playful with Jacob and would sometimes pinch him for being too cute and chubby. Dear God I hope those weren't painful pinches or else I'd pinch her back harder. But really all in all, I can't say that I didn't like her as our nanny because she took care of Jacob well. She never hurt him (that he heard of nor did Jacob had any signs of abuse ever) and lately she really has been more playful with him.

And now we found out that her Father wasn't really expecting her to come home by the end of the month contrary to what she initially said when she told us she was leaving. Actually, she's been telling us that she was going to leave. First was when her grandfather passed away around All Soul's Day. But we told her that instead of her using her salary to go home, she can just send all of it home to her family and we'd give her a bonus. Add to the fact that we knew that if she goes back, she won't return. So that passed and then she brought it up again when our house help returned for her vacation leave. Same reason. But now that we learned that her family was never expecting her to come home at all, I guess that was her way of asking to leave. I felt bad not allowing her to leave then, especially when her grandpa passed.

But I wish she had left our family in good terms. It left a bad taste in our mouth because we thought she was as innocent as she looked. She was quiet, but she got the job done. She even did a better job than our house help taking care of the house all the while juggling chasing after Jacob when that helper took a leave. It's really sad that she had to leave. We treated her like family. She just turned 18 (yes, she's that young!) so I saw her like a sibling (even though I never had anyone younger than me in the family). Really, I wouldn't stop her from going. If she wanted to elope with her boyfriend next door, she can do whatever she want. Heck, I would have given her folic acid to take with her if I had known she was pregnant! Or I would have taken her to the doctor to get checked up to make sure she's okay.

Looking back, the signs were there but I brushed it off as her having motion sickness because #1, she was young! And #2, she never goes out of the house! But apparently she does every early morning when we're all asleep so she can go to her boyfriend's house. She always gets sick whenever we'd go out with her. We'd have to stop the car so she can get off and do her business. It was awful but I felt bad for her because it was her first time to be in the city and probably in a car. My goodness. But really, I would have helped her out more if I had known!

Sigh, again. I guess I'm just a bit shocked. But still thankful. Now we're changing the locks at home and being more careful in finding Jacob's next yaya. Actually, I kind of want to have him for myself for the mean time since I don't have a full-time job yet. I can take care of him but I dread chasing after him! Maybe it'll be good for me too, huh? Loose weight, get some exercise! Yes, we can do this!

Thanks for letting me vent out (you had no choice anyway! ;p). Jacob and I will be alright!

Analysis: Stifel CEO puts reputation on line with KBW buy

NEW YORK (Reuters) - Over the past seven years, Stifel Financial Corp Chief Executive Ronald Kruszewski has impressed Wall Street with a series of acquisitions that quintupled the regional brokerage's revenue and rewarded shareholders with a nearly four-fold increase in returns over the last five years.

Still, some investors view Kruszewski's latest deal, to buy money-losing investment bank KBW Inc , as a much riskier proposition. Some question the wisdom of spending $575 million to build out a middle-market investment banking business at a time when tougher financial regulations are posing a threat to profits of giants such as UBS AG and Goldman Sachs Group Inc.

Moreover, after years of expansion, Stifel's board is starting to worry that Kruszewski may be overextended. Before announcing the KBW deal on November 5, the board was mulling whether to appoint a senior administrator or president to help him run the company, according to one director. Kruszewski is currently chairman and president, as well as chief executive.

"We talk about him moving too fast, and whether we have the infrastructure to move as fast as we're moving," said Robert Lefton, a psychologist who has been on Stifel's board for 20 years.

But he stressed that the board supported the KBW deal and was very happy with Kruszewski, who has been CEO for 12 years and is Stifel's largest individual shareholder with a 1.6 percent stake worth more than $26 million.

"He has a very clear sense of where he's heading," Lefton said. "When he came aboard, we were a struggling little regional firm barely eking out a living. He has put together what he told us he would."

Another board member echoed Lefton's comments. "Even if there is a modest recovery, (KBW) will be a very smart acquisition because he bought it off the bottom," said Robert Grady, a Stifel director and former Carlyle Group partner. "I wouldn't bet against him."

Kruszewski, 53, has said he wants to better balance revenue between the St. Louis-based company's retail and institutional brokerages. The deal to buy KBW, which specializes in advising small banks and thrifts on mergers and capital-raising, takes him closer to that goal.

If he succeeds, Stifel will be able to compete with Jefferies Group Inc - whose market value is twice Stifel's $1.6 billion - to raise money for companies with revenue of $100 million to $1 billion. Big banks like Goldman and Morgan Stanley largely ignore this middle-market segment.

Unlike Kruszewski's previous acquisitions, KBW brings complex integration issues. Stifel already has dozens of bankers, analysts and salespeople serving financial companies, so employees are worried that the merger could bring job cuts.

"He is already pretty exposed to the institutional securities business, and ... financial services is not a great business right now," said Susquehanna Financial Group analyst Douglas Sipkin. "He is a very smart guy, but it doesn't make a lot of sense to me."

In addition, money managers who trade through both Stifel and KBW do not want to pay twice for research and other products, so parsing the benefits of the merger becomes difficult.

"To distinguish between the two from Stifel's business perspective is going to be tricky," said Mark Kuzminskas, director of equity trading at Robeco Investment Management.

In an interview, Kruszewski defended the KBW deal, and said it and the 2010 purchase of Thomas Weisel Partners, which specializes in banking for technology companies, are core components of his middle-market corporate strategy.

"I'm not predicting that next year is going to be a blowout year for financial companies, but I'm not being reckless," he said. "Institutional (brokerage) is much more cyclical and, of course, you take a lot more risk. It is also a high profit-margin business when things are working."

Investors do not appear to be convinced. At Monday's close, Stifel shares had declined 2.9 percent this year, compared with an uptick of 1.1 percent for the NYSE Arca Securities Broker/Dealer Index.

CRAFTY NEGOTIATOR

Kruszewski, the son of a fireman from South Bend, Indiana, has an accounting degree and, according to people who have worked with him, a steel-trap mind for absorbing new data and translating it into action.

He demonstrated discipline earlier this year, passing on the acquisition of Morgan Keegan from Regions Financial Corp because the price was too high, Lefton said. Raymond James Financial Inc later purchased the Tennessee-based brokerage.

"At the beginning of every year, I have no idea what we'll do," Kruszewski said. "Strategic planning is for people who have too much time on their hands. Our plan is to be in a position to take advantage of opportunities."

KBW was one such opportunity. The company had lost more than $60 million since the financial crisis of 2008 and was cutting 15 percent of staff. It was also weighing radical changes in its operations after another down year for financial services deals and capital-raising, a person close to KBW said.

Kruszewski drove a hard bargain. He required about 95 key employees to waive change-of-control clauses that would have let them sell their shares, and he compelled them to sign noncompete agreements. He also won control of $250 million of cash on KBW's balance sheet to help finance the cash-and-stock transaction.

You never want to negotiate against that man," said Scott McCuaig, the retired president of Stifel Nicolaus, the company's principal brokerage subsidiary. "He gets his hands dirty and works deals until they come to fruition. Nobody is going to snooker him."

Record Powerball result of changes to boost sales

(AP) ? The historic Powerball jackpot boosted to $500 million on Tuesday was all part of a plan lottery officials put in place early this year to build jackpots faster, drive sales and generate more money for states that run the game.

Their plan appears to be working.

Powerball tickets doubled in price in January to $2, and while the number of tickets sold initially dropped, sales revenue has increased by about 35 percent over 2011.

Sales for Powerball reached a record $3.96 billion in fiscal 2012 and are expected to reach $5 billion this year, said Chuck Strutt, executive director of the Des Moines, Iowa-based Multi-State Lottery Association, the group that runs the Powerball game.

There has been no Powerball winner since Oct. 6, and the jackpot already has reached a record level for the game. It was first posted at $425 million but revised upward to $500 million when brisk sales increased the payout. It's the second highest jackpot in lottery history, behind only the $656 million Mega Millions prize in March.

It took nine weeks for the Mega Millions jackpot to get that high, before three winners ? from Kansas, Illinois and Maryland ? hit the right numbers, each collecting $218.6 million for their share of the split.

With soaring jackpots come soaring sales, and for the states playing the game, that means higher revenue.

"The purpose for the lottery is to generate revenue for the respective states and their beneficiary programs," said Norm Lingle, chairman of the Powerball Game Group. "High jackpots certainly help the lottery achieve those goals."

Of the $2 cost of a Powerball ticket, $1 goes to the prizes and the other dollar is kept by the state lottery organization, said Lingle, who also is executive director of the South Dakota Lottery. After administrative overhead is paid, the remaining amount goes to that state's beneficiary programs.

Some states designate specific expenditures such as education, while others deposit the money in their general fund to help supplement tax revenue.

The federal government keeps 25 percent of the jackpot for federal taxes.

Most states withhold between 5 percent and 7 percent. A New York City winner would pay more than 12 percent since the state takes 8.97 percent and the city keeps 3.6 percent.

Powerball and Mega Millions games are seeing jackpots grow faster and higher in part because the states that play both games agreed in 2010 to sell to one another.

Both games are now played in 42 states, Washington, D.C., and the Virgin Islands. The larger pool of players means jackpots roll over to higher numbers faster, which tends to increase the buzz about the jackpots which increases sales. It all can result in higher jackpots sooner.

"It really happened with both of these games became national games," said Terry Rich, CEO of the Iowa Lottery.

Still, just seven of the top 25 jackpots occurred after January 2010 when the cross-selling began. That just points to the unpredictability of games of chance like lotteries. It still comes down to the luck of the numbers, Rich said.

It has been proven that once the jackpot reaches a certain threshold more players buy.

The Quick Shop in Ottumwa, Iowa, is one of the state's highest-volume lottery ticket sellers due to its location across the street from a John Deere farm implement factory.

"It's picking up by the minute," said store owner Mark Ebelsheiser. "We're selling probably 60 to 70 percent more than normal. When it gets up this high they really come out and get them."

Bob Allison, a retired Indian Hills Community College instructor and administrator, buys tickets weekly for a group of people at the college in Ottumwa. On Tuesday he and two golfing and fishing buddies went in together to buy additional tickets. Allison said he usually buys a few additional tickets when the jackpot gets so high.

He said he'd make a lot of people very happy if he won.

"My kids would probably retire quick," said the father of three daughters.

Between $20 and $30 million in tickets were sold between Wednesday and Saturday drawings for most of October. Once the jackpot hit $100 million on Oct. 27, nearly $38 million worth of tickets were sold by Oct. 31. As the jackpot grew to more than $200 million on Nov. 17, sales surged by nearly $70 million by the next Wednesday. Then the jackpot reached over $300 million on Nov. 24 and ticket sales over the next four days surpassed $140 million.

"Somewhere around $100 million those occasional players seem to come back into the stores in droves," said Rich, the Iowa Lottery CEO. The lottery also notices a significant increase in workers and other groups joining together in pools to combine resources to buy numbers, he said.

Trina Small, manager at the convenience store in Bondurant, Iowa, where a couple bought a $202 million ticket on Sept. 26, said sales have been heavy. She said Monday night Powerball sales were at about $800, at least $200 more than normal. She expects Tuesday and Wednesday sales to be even more.

"It's kind of like Black Friday all over again," she said.

Small doesn't usually play the lottery herself but said she may buy a chance at the record jackpot. She's just trying to decide if her chances are better buying it elsewhere since a jackpot ticket was sold at her store just two months ago ? the old adage about lightning striking twice.

"The odds are against you anyway but I'm pretty sure they're more against you getting one from this store," she joked.

Powerball has posted sales exceeding $714 million in the current jackpot run since early October and it's possible more than $1 billion in tickets will have been sold by the end of Wednesday when the next drawing is held.

A single winner choosing the cash option would take home more than $327 million before taxes.

Strutt said the chance of getting a winner this Wednesday is approaching 60 percent.
